Introduction

Loudoun County Fire and Rescue is comprised of approximately 847 employees and 1,127 total volunteers. The Department is a growing organization that serves a large and diverse population located 30 miles northwest of Washington, DC. We provide a full range of emergency and non-emergency services to approximately 400,000 residents within a 520 square mile area. Job Summary

Loudoun County Fire and Rescue is seeking a dynamic and detail-oriented professional to lead the Facilities section of the Asset Management Division, which includes, but not limited to, facility management, and capital project coordination in a fast-paced public safety environment. This role offers the opportunity to make a direct impact on operational readiness, safety, and service delivery.

Key Responsibilities:
Program & Operations Management
o Lead and manage assigned programs, ensuring efficiency, quality outcomes, and compliance with all applicable policies and regulations
o Establish goals, performance measures, and continuous improvement strategies to enhance service delivery
o Oversee day-to-day operations of facilities, ensuring buildings, systems, and grounds remain safe, functional, and compliant
o Ensure facilities are maintained to support continuous operations, with resources available to address facility needs at all times, including after-hours response

Budget & Contract Oversight
o Develop and manage program and facility budgets, including forecasting, tracking expenditures, and ensuring fiscal accountability
o Administer vendor and service contracts, ensuring high-quality performance and alignment with organizational goals

Project Management & Capital Planning
o Manage and coordinate projects from planning through completion, including scope development, scheduling, and stakeholder communication
o Serve as a key liaison for construction and renovation projects, reviewing plans for operational suitability and code compliance
o Provide technical input on facility design and ensure minimal disruption to operations during project execution

Facility Maintenance & Compliance
o Oversee preventive maintenance, inspections, repairs, and work order systems
o Manage facility inspection programs, ensuring deficiencies are documented and resolved in a timely manner
o Ensure compliance with County, Department, and applicable state and federal regulations

Emergency & Seasonal Operations
o Coordinate facility-related emergency responses, including snow removal and storm operations
o Monitor conditions and ensure appropriate staffing and resources to maintain uninterrupted operations, including after-hours response as needed

Leadership & Staff Supervision
o Supervise and support staff through coaching, performance management, and formal evaluations
o Ensure staff maintain required certifications and training
o Promote accountability and adherence to all policies and procedures
* Collaboration & Strategic Engagement
o Coordinate with Fire and Rescue Divisional leadership and other County departments to identify and prioritize facility and capital improvement needs
o Represent the department on committees and working groups related to facilities, planning, and maintenance standards

Hiring salary will be commensurate with experience.


Minimum Qualifications

Bachelor's degree in Facilities Management, Construction Management, Engineering, Architecture, Business/Public Administration, or a related field; four (4) years of experience in facility operations, maintenance management, or design and renovation of capital facilities projects, including one (1) year of supervisory experience; or equivalent combination of education and experience. Good driving record required at time of hire and subject to ongoing annual verification.

Certified Facility Manager (CFM), Facility Management Professional (FMP), or Project Management Professional (PMP) certifications are preferred. Experience with public sector facility management preferred.


Job Contingencies and Special Requirements

Selection process will be comprised of application review and phone screen, panel interview, a final interview and a comprehensive background check to include criminal record check, credit check, DMV and fingerprinting.
