Quadel is seeking its next Managing Director to provide seniorlevel leadership for housing initiatives serving MiamiDade County. This position is intended for an experienced housing leader with a strong record of strategic leadership, oversight of complex programs, and effective collaboration with government agencies, community stakeholders, and partner organizations. The Managing Director will play a key role in strengthening program oversight, aligning initiatives with public policy objectives, and advancing equitable access to safe, stable, and affordable housing.

What Our Ideal Candidate Will Bring Strategic Leadership
  • Ability to establish and lead a strategic vision for affordable housing and voucherprogram initiatives, aligning emerging opportunities with organizational goals.
  • Experience guiding the development of new programs, partnerships, and operational models that expand housing access and improve resident outcomes.
  • Capacity to oversee earlystage planning, resource alignment, and organizational readiness for future housing initiatives.

Program Oversight and Innovation
  • Demonstrated experience providing seniorlevel oversight of Housing Choice Voucher (HCV) programs, projectbased vouchers, and related rental assistance initiatives.
  • Proven ability to identify and advance strategies that improve voucher utilization, landlord participation, and participant experience.
  • Strong focus on strengthening program compliance, quality, and performance through datainformed decisionmaking.
  • Commitment to residentcentered program design that reflects community needs and supports longterm housing stability.
Partnerships and External Relations
  • Success building and maintaining highlevel relationships with public housing authorities, government agencies, nonprofit partners, developers, and community stakeholders.
  • Experience representing organizations in regional and national housing discussions, coalitions, and policy forums.
  • Ability to cultivate crosssector collaborations that expand resources, influence policy, and drive systemic change.
Organizational Stewardship
  • Senior leadership experience fostering a culture of collaboration, accountability, and equity across internal teams.
  • Skill in supporting organizational growth by identifying capacity needs, shaping staffing strategies, and guiding operational development.
  • Experience overseeing budgeting and resource planning for housing initiatives.
  • Strong alignment of mission, strategy, and daytoday execution.
Qualifications
  • Bachelor's Degree required, along with a minimum of five (5) years of progressively responsible supervisory experience.
  • At least four (4) years of progressively responsible experience in the administration of public or private housing programs and/or assisted housing programs.
  • Seniorlevel leadership experience in affordable housing, community development, or related systems.
  • Deep understanding of voucher programs, including Housing Choice Voucher (HCV) operations, regulatory frameworks, landlord engagement, and participant support.
  • Demonstrated success navigating complex regulatory environments and funding mechanisms, including HUD programs and LowIncome Housing Tax Credit (LIHTC) structures.
  • Proven ability to lead through ambiguity, develop new initiatives, and guide organizations through growth and change.
  • Strong strategic thinking, communication, and relationshipbuilding skills.
  • Ability to obtain and maintain programrelated certifications as required.
  • Clear commitment to equity, resident voice, and communitydriven solutions.
