Job Overview:

The DHS Program Director 2 is responsible for assisting in the planning, organizing, and directing of assigned operations, functions, activities, and services. An employee in this class provides program oversight and operational direction within a specific operational or program area including staffing, performance management, efficient service delivery, and strategic planning. This classification directly supervises a team of professional and administrative staff. This class differs from the DHS Program Director 3 in that an incumbent of the latter is responsible for oversight and supervision of a greater scope.

Key Responsibilities:

  • Serves as member of management team, builds working relationships with staff and internal partners, and conducts community program outreach.
  • Manages, develops, and evaluates performance of direct reports.
  • Serves as point of contact to public and quality partners on scopes of work that promote program integrity and collaborative efforts in building a network of resources and tools.
  • Guides data management activities, ensuring reliability, and integrity.
  • Provides oversight in applying consistency and standards of practice to policy and procedure development to ensure compliance with state and federal guidelines.
  • Oversees implementation of continuous quality assurance improvement processes that upholds compliance, best practices, and fraud prevention.
  • Analyzes and creates strategies for overall program improvement.
  • Provides direct oversight for the procurement process and development and processing of contracts, including invoicing.
  • Proactively assesses and anticipates learning needs, identifies appropriate training resources and curricula, and evaluates training effectiveness to support agency/division transformation and strategic goals.

Minimum Qualifications:

  • Bachelors degree and six years of full-time professional work in one of the following: social/human services, education, and/or social services grant coordination.
