Metropolitan Transportation Services conducts planning for the regional transportation system that includes highways, transit, aviation, freight, and bicycle and pedestrian connections. The Metropolitan Council is the region's federally designated Metropolitan Planning Organization. MTS also provides direct transit service through contracts or partnerships with counties to deliver four major programs: Metro Mobility/ADA, Transit Link dial-a-ride, contracted regular-route bus service, and Metro Vanpool.
How your work would contribute to our organization and the Twin Cities region: The Metro Move Program Manager will manage the day-to-day responsibilities of Metro Move, a Special Transportation Services (STS) program. Metro Move currently serves individuals participating in Brain Injury (BI), Developmental Disabilities (DD), and Community Access for Disability Inclusion (CADI) waivers administered by the Minnesota Department of Human Services (DHS) with high-quality, door-through-door transit services in much of the seven-county metropolitan region. The Metro Move Program Manager ensures that the contracted service provider is delivering service per the terms of the agreement and is meeting the service quality standards established by the Council. This position will support and enhance collaboration and coordination between persons with disabilities receiving waiver services, their families, allies, county staff and state agencies.
NOTE:
This position and is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin. This position will create a six-month eligible list for current and future positions.

What you would do in this job
-
- Establish, enforce, and as required, update program policies and procedures to ensure consistency and efficient, effective program delivery
- Implement regulatory compliance changes as the result of DHS and Minnesota Health Care Program (MHCP) changes
- Coordinate communication and implementation of the program internally in partnership with the Manager, Metro Move and Transit Link, seeking to identify options for efficiency and effectiveness and to support other MTS Contracted Transit Services
- Engage with external stakeholders to understand and recommend opportunities to enhance and improve services offered by Metro Move
- Participate in technology scoping, selection of tools, and implementation of technology or tools that increases the efficiency and effectiveness of Metro Move
- Partner with MTS Contracted Transit Services staff to review invoices and purchase orders associated with Metro Move, to ensure accuracy of invoices and purchase orders, and to ensure their prompt payment
- Scope, track, and report on performance of Metro Move and its contractors
- Support the communication efforts of Metro Move, including its expansion strategies, to new audiences through trainings and outreach strategies, including to persons with disabilities, their families, allies, Case Managers, employment support providers, organizations that serve and support persons with disabilities, and others
- Monitor service quality, quantity, effectiveness, and efficiency using key performance indicators
- Complete, remain current, and abide by all required Health Insurance Portability and Accountability Act of 1996 (HIPAA) provisions as required by DHS, MHCP, and the Metro Move contract
- Work with Case Managers to ensure the timely renewal of Service Agreements that provide the preauthorization of one-way trips by Metro Move
- Confirm Medical Assistance eligibility for each rider monthly
- Work with Metro Move's electronic billing provider to ensure the ongoing billing of DHS for rides provided
- Provide ongoing oversight of the contracted service provider to ensure high-quality service to Metro Move riders and contract compliance; including managing and investigating end-user complaints and concerns, conducting on-street observations and randomly reviewing on-board vehicle video
- Assist in the development, dissemination, scoring, and award of the next Metro Move Request for Proposal

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in public transit and/or program management, and completed educational degree in Business Administration, Planning, Public Administration, Social Work, Transportation, or a related field:
- High school diploma/GED with nine (9) years of relevant work experience.
- Associate degree with seven (7) years of relevant work experience.
- Bachelor's degree or higher with five (5) years of relevant work experience.
What additional skills and experience would be helpful in this job (desired qualifications):
- Experience with Trapeze PASS scheduling software
- Experience with ADA complimentary paratransit services
- Experience navigating and managing conflict
- Experience working with and supporting individuals with disabilities, particularly in transportation and mobility
- Customer service skills
- Significant attention to detail
- Demonstrated ability to promote and support an equitable, positive, and respectful work environment that values cultural diversity among all employees
