THE POSITION

The Department of Human Services is seeking an innovative and results-focused Human Services Program Executive 1 to join the Office of Mental Health and Substance Abuse Services. In this influential leadership role, you will guide data analytics, reporting, and program evaluation efforts that support Pennsylvania's publicly funded behavioral health system. DESCRIPTION OF WORK

In this position, you will serve as the Business Intelligence Section Chief, leading efforts to leverage data in monitoring program performance, evaluating outcomes, and supporting strategic decision-making for mental health and substance use services across the Commonwealth. You will analyze large, complex datasets from counties, managed care organizations, providers, and state systems to identify trends, evaluate service utilization, and drive policy and program enhancements. This role offers a unique opportunity to collaborate with program leaders, technical specialists, and external partners to advance data-driven practices and support the delivery of high-quality behavioral health services for Pennsylvanians. This work requires a high degree of independence, initiative, and sound judgment while operating within established policies, procedures, and guidelines.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. You will be required to work in the Harrisburg office on Tuesdays and Wednesdays. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four years of professional experience in the development, implementation, or evaluation of a human services program or program operations, including two years of consultative or supervisory experience; or
  • An equivalent combination of experience and training that includes two years of professional consultative or supervisory experience in the development, implementation, or evaluation of a human services program or program operations.
