Description

Lead one of the most impactful residential treatment programs in Oregon.

The Women's Residential Center (WRC) at Volunteers of America Oregon is one of the largest women's residential treatment programs in the state, with 52 beds and an annual operating budget of approximately $7 million. This program delivers trauma-informed, co-occurring substance use and mental health treatment in a structured residential setting designed to support women and their families in rebuilding their lives.

This is an opportunity to lead a high-impact program that integrates evidence-based treatment, mindfulness-based practices, and whole-person care. The WRC addresses substance use, mental health, parenting, relationships, and life stability through a comprehensive and coordinated service model that supports long-term recovery and successful reintegration into the community.

As Program Director, you will lead a multidisciplinary team in delivering high-quality services within a dynamic, mission-driven environment. You will shape program operations, influence outcomes, and directly contribute to meaningful change for women, children, and families.

About the Role

The Women's Residential Center Program Director is responsible for the overall leadership, clinical and operational oversight, and performance of the Volunteers of America Oregon Women's Residential Center, ensuring the delivery of high-quality, person-centered residential substance use disorder and behavioral health services in a 24-hour treatment environment.

This role oversees program operations, staffing, budget management, regulatory compliance, policy development and service delivery to ensure safe, effective, and consistent care while achieving program outcomes and maintaining alignment with organizational priorities.

As Program Director, you will lead a multidisciplinary team and a complex residential operation, ensuring services are delivered with excellence, accountability, and measurable impact.

What You'll Do

This role includes a wide range of leadership, operational, and clinical oversight responsibilities. Key areas of focus include:



  • Provide overall leadership and direction of the Women's Residential Center to ensure safe, consistent, and effective 24-hour program operations that support client stability and recovery.
  • Oversee the delivery of residential treatment services to ensure compliance with regulatory requirements, funding expectations, and organizational policies while maintaining a structured and therapeutic environment.
  • Ensure the delivery of integrated, trauma-informed services that address substance use, mental health, and related life domains through coordinated and structured programming that promotes client accountability, engagement, and measurable progress in treatment.
  • Ensures the achievement of high-quality program outcomes by implementing evidence-based practices and continuously monitoring performance to support improvement and client success.
  • Develop, implement, and maintain program-specific policies and procedures to ensure consistent operations, regulatory compliance, and alignment with organizational standards.
  • Ensure effective coordination of referrals to VOA Oregon outpatient services and other internal care pathways to strengthen continuity of care and promote sustained recovery outcomes.


What You Bring



  • Master's degree in Behavioral Health, Social Work, Psychology, Public Administration, or other QMHP qualifying field
  • Seven to ten (7-10) years of experience in substance use disorder or behavioral health services, preferably within residential treatment settings
  • Minimum of five (5) years of leadership experience with responsibility for staff supervision and program management


Certifications



  • Must hold a current Qualified Mental Health Professional (QMHP) credential at the time of hire
  • CADC I required; CADC II or III preferred
  • CRM or Peer Support Specialist (PSS) beneficial

  • Must complete a criminal history background check and receive authorization from the State of Oregon's Background Check Unit.
