Fairfax County Department of Information Technology is seeking a highly organized, analytical, and service-oriented professional to join its Human Resources team as a Management Analyst I. This position provides professional-level operational and analytical support to the HR function and serves as a key resource in promoting accurate processes, responsive internal service, effective communication, and informed decision-making.
Under the guidance of HR leadership, this position serves as the first point of contact for the HR team and supports a range of complex assignments involving payroll reconciliation, internal communications, employee engagement initiatives, career fair coordination, policy and standard operating procedure development, research, and data analytics. The incumbent is expected to research and assess HR and operational issues, gather and validate information from multiple sources, identify trends, discrepancies, and process gaps, and prepare findings, summaries, and recommendations for management review.
This position supports the development and refinement of HR-related policies, procedures, and standard operating procedures under the direction of HR leadership to promote consistency, compliance, and operational effectiveness. The role also assists with evaluating workflows, monitoring recurring issues, supporting reporting needs, and recommending process improvements that enhance service delivery and reduce operational risk. In addition, the position supports employee outreach and engagement efforts, assists with recruitment events such as career fairs, and contributes to communication strategies that strengthen awareness of HR programs, initiatives, and expectations.
The ideal candidate is a strong team player who exercises sound judgment, communicates effectively, and manages multiple priorities in a fast-paced environment. This position requires the ability to move beyond transactional support and perform analytical work that informs HR operations, strengthens internal practices, and supports leadership priorities. The successful candidate must be able to handle sensitive and confidential information with discretion and present information in a clear, concise, and professional manner.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for " Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area. BRIDGE CLASS EMPLOYMENT STANDARDS: Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Experience supporting human resources, business operations, or employee services in an analytical or program support capacity.
- Experience completing payroll reconciliation, identifying discrepancies, researching root causes, and supporting timely resolution.
- Experience conducting research, analyzing information, and preparing reports, summaries, or recommendations for management review.
- Experience compiling, interpreting, and presenting workforce, operational, or program data to identify trends, risks, or opportunities for improvement.
- Experience drafting internal communications, policies, procedures, standard operating procedures, or other formal guidance documents.
- Experience evaluating workflows or business processes, identifying issues or inefficiencies, and recommending improvements to increase compliance, accuracy, or effectiveness.
- Experience supporting employee engagement initiatives, recruitment outreach, or career fair events.
- Experience supporting human resources functions in an information technology or other technical environment, including support for specialized workforce needs, technical positions, or hard-to-fill roles.
- Strong customer service, written communication, analytical, and organizational skills.
- Proficiency in Microsoft Office applications, particularly Excel, Word, Outlook, and PowerPoint.
- Demonstrated ability to handle confidential and sensitive information with discretion.
- Possess any of the following HR certifications: SHRM-CP (Society for Human Resource Management - Certified Professional), SHRM-SCP (Society for Human Resource Management - Senior Certified Professional), PSHRA-CP (Public Sector HR Association Certified Professional), IPMA-HR (International Public Management Association for Human Resources), WorldatWork compensation certification or related HR certification.
PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment. All duties performed with or without reasonable accommodations.
