Managers and leads the Plant Department in the accomplishment of their mission to provide an environment which is appropriate and safe for patient care. Is responsible for: fiscal constraint and budgetary adherence, corrective and preventive maintenance of all infrastructure systems, construction and implementation support of capital projects, on-going facilities needs assessments, development of capital project requests, all aspects of energy management, JCAHO Environment of Care compliance, professional development of managerial and technical employees and quality improvement and reorganizing initiatives.

Responsibilities

  • 1. Functions as the individual ultimately responsible for the occupational health and safety of all members of the department. Oversees, with the assistance of managerial staff, the function and behavior of all departmental employees to ensure equitable compliance with the Hospital's published Personnel and Administrative Policies and Procedures. With the assistance of the Facilities Group Core Staff, coordinates departmental policies, practices and work with other department members of the Facilities Group to create a near seamless organization as experiences by a variety of outcomes and customer comments. Works with all staff to develop and enhance team performance in the accomplishment of the Departments' mission.
  • 2. Works with employees at all levels in the Department to establish a foundation of mutual respect, self-worth and sense of active participation and to realize their ability to affect outcomes.
  • 3. With the involvement of all personnel, champions action necessary to achieve high customer satisfaction scores and to focus on those things which support the whole Hospital's mission to provide outstanding patient care.
  • 4. Formulates goals and objectives for the Department, both short and long range in nature, and checks to assure that planning relates to capital budget submissions. Provides a constant review of procedures in order to maximize the Department's effectiveness. Responsible for the implementation and enforcement of the provision of the Rehabilitation Act of 1973 Section 504 as it applies to handicapped individuals and their access to the facility. Works in the development and maintenance of an environment conducive to the performance of high-quality work through on-going communications with employees, accountability, the provision of proper maintenance systems, tools, techniques, materials and technical training.
  • 5. Monitors departmental performance through various managerial tools and reports and takes corrective action as indicated by data which is "off normal" or outside the bounds of established limits. Reviews and approves all performance appraisals for all departmental personnel and drafts appraisal for all direct reports. With appropriate staff assistance, develops, implements and monitors programs related to energy management and reductions in energy and utility consumption.
  • 6. Works with the department's entire staff to ensure compliance with all federal, state and local laws, regulations, codes and standards pertaining to all aspects of physical plant operations. Oversees a preventive maintenance program, using both internal and external resources, to insure maximum and/or required availability to intrastructure systems in the most cost effective way possible. Ensures that the preventive maintenance program, and corrective maintenance as necessary, are properly supported with an adequate inventory of material coupled with an efficient, cost-conscious spot purchasing option. Provides managerial oversight and periodic review of all material and service contracts to ensure appropriateness, non-duplication, correct billing/invoicing and correct payments. Oversees staff in monitoring, tracking and reporting on energy utilization, the appropriate of all invoices, resulting expense and budgetary forecasting.
  • 7. Active member of the Occupational and facilities Safety Program, is responsible for performance of the Utilities and safety reports to the EOC committee. Assists departments throughout the Hospital in achieving compliance with applicable laws, codes and regulations in the area of facilities and plant operations. Serves as the ultimate "in-hospital" authority on issues related to compliance with the Connecticut Fire Safety Code and the Connecticut Building Code.
  • 8. Is responsible for the development and maintenance of a strong, professional, working relationship with local code enforcement authorities. Directs and supervises the overall, daily operation of the Department in coordination with other Hospital departments and services. Serves as an active member of the following Hospital standing committees: The Safety Committee, The Infection Control Committee, The Emergency Preparedness Committee, The Environment of Care Coordinating Committee. Serves as an active member of task forces, work teams and steering committees as the need arises in support of both Departmental and Hospital-wide objectives.

Qualifications

EDUCATION

Education (number of years and type required to perform the position duties): Bachelor's degree in an engineering discipline, an applied science or related field. Years of practical experience can be substituted for the degree. Training and experience in the interpretation and application of the Fire and Building Code is highly preferred.

EXPERIENCE

Experience Seven (7) to ten (10) years experience in the supervision of mechanical, electrical or construction trades or equivalent experience.
