This is a full-time leadership position based out of Horizon House corporate office ( address is 1033 E Washington St., Indianapolis, IN 46202). The general salary range is $60-$75K and includes full benefits (below).

The Housing Programs Manager ensures the daily operations of the organization's site-based housing program are executed with high-quality standards aligned with Housing First and Harm Reduction philosophies, grant requirements, and Continuum of Care practices. This role oversees all site-based and multiple funding streams, ensuring that individuals and families can remain housed. This role provides direct supervision of Case Management Supervisors and their subordinate staff, tracks program data, ensures grant and fiscal compliance, maintains written protocols, and works with supervisors to maintain high levels of quality in all program areas. This position collaborates closely with leadership to build program infrastructure and support continued growth with excellence and fidelity. This position reports to the Director of Housing Initiatives.

Example Duties and Activities

  • Provide day-to-day oversight of site-based housing program operations, grant compliance, and service delivery.

  • Supervise Case Management Supervisors and their subordinate staff, ensuring high-quality services are delivered in alignment with program goals.

  • Guide staff on grant guidelines, finance processes, and program operations.

  • Work with Program Compliance staff to approve financial requests per grant requirements and track spending.

  • Partner with property management to ensure policies and procedures of each project are being followed.

  • Ensure all documentation meets standards set by the organization and the Indianapolis Continuum of Care, including data entry into HMIS.

  • Develop internal monitoring schedules and protocols to ensure grant compliance.

  • Collaborate with the Data team on reporting, chart audits, and program monitoring.

  • Update and document current processes and procedures.

  • Collaborate with Case Management Supervisors to develop new processes, train staff, and implement new programs.

  • Maintain organized housing program files, including archiving outdated materials.

  • Participate in multidisciplinary or community case conferences to support client progress.

  • Work with Case Management Supervisors to assist in referral forecasting and ensure subordinate staff workload is managed effectively.

  • Attend and contribute to Housing Team meetings and other agency staff meetings. Represent the organization at community events as assigned

  • Take appropriate action in accordance with agency protocol and the law.

  • Maintain confidentiality with respect to abuse, neglect, or other reports to law enforcement.

  • Model and maintain ethical conduct with clients, co-workers, and community partners.

  • Attend required agency and position-specific education and training activities.

  • Participate in community training initiatives as available/assigned.

  • Train new staff, including subordinate staff under Case Management Supervisors, and community partners as appropriate.

  • Provide team-wide education on housing processes, documentation, and grant compliance.

Required Competencies

  • Degree and Credential Requirements - Bachelor's degree or equivalent required; MSW strongly preferred.

  • Industry Expertise - Strong working knowledge of property management, leases, landlord engagement, and fair housing laws. Understanding of Housing First and Harm Reduction approaches to promote housing stability. Familiarity with rental assistance programs, including HUD vouchers and local housing agency processes.

  • People Leadership - Skills in coaching, mentoring, and performance management to ensure staff development and accountability. Ability to foster a collaborative, high-performing team environment aligned with organizational values.

  • Programs & Operations Management - Ability to design, implement, and oversee program processes, procedures, and workflows. Competence in monitoring daily operations, ensuring quality standards, and achieving program outcomes.

  • Building Collaborative Relationships - Proven ability to establish and maintain effective working relationships with staff, board members, community partners, funders, and public stakeholders.

  • Information Monitoring & Reporting - Ability to track regulatory requirements, grant compliance, and program reporting obligations. Ability to design, implement, and oversee program processes, procedures, and workflows.

  • Communication Skills - Articulates thoughts and expresses ideas effectively using oral, written, visual, and non-verbal communication skills, as well as listening skills to comprehend customers' needs. Delivers information in person, in writing, and in a digital world.

  • Ethical - Adheres to procedures and protocol, including maintaining confidentiality and adherence to organizational values. Uses discretion when sharing and protects private information.

  • Technical Knowledge - Proficiency with Microsoft and Google applications and ability to effectively use electronic databases and reporting systems.

Other Requirements

  • Background Screening - All candidates must pass a criminal background check.

  • Driving- Must have a valid driver's license, up-to-date auto insurance, and a good driving record.

  • Ability to occasionally work a flexible schedule beyond normal business hours.
