Position Description

Provide overall project management for UNS capital system improvements from project inception through commissioning. Responsibilities include project scope definition, budgeting, permitting, scheduling, cost control, procurement, construction, and commissioning.

Position-Related Responsibilities

  • Communicate with Management to ensure that proposed projects meet UNS goals. Lead formal and informal meetings concerning assigned projects and communicate effectively with all levels of personnel both in the office and with field crews.
  • Provide feedback to the Planners regarding the feasibility, cost, scheduling and permitting of proposed projects.
  • Participate as necessary coordinating project specific inputs for obtaining federal, state and local permits and approvals.
  • Coordinates the development of customer generation interconnection Facility Studies.
  • Participate in the development of interconnection agreements and construction agreements with other utilities or energy service providers.
  • Work with Land Management to acquire substation property and transmission right-of-way from land owners. Ensure the necessary construction permits are obtained.
  • Coordinate preliminary engineering for projects that are included in the 2 - 6 year budget, and ensure that the preliminary engineering documentation is properly reviewed and approved.
  • Coordinate detailed engineering for projects that are included in the 1 - 2 year budget, and ensure that the construction engineering documentation is properly reviewed and approved.
  • Monitor, schedule and approve the procurement of materials required for project construction per the specifications and material lists from the design engineers.
  • Participate in the review and approval of contracts for outside contractor services, both for engineering and construction.
  • Obtain budgetary estimates of projects for incorporation into the Capital Budget. Estimates will be refined as project moves from conceptual through preliminary engineering to final design. Ensure that all departments charging against budgets are committed to their respective labor allocations.
  • Work with accounting to obtain and review timely financial reporting to manage the project within the budget limitations.
  • Develop detailed project schedules that reflect appropriate durations for permitting, land acquisition, design, procurement and construction. Work with the design engineers and construction supervisors to manage the human resources necessary to keep the project on schedule.
  • Use project management software for the tracking and reporting of project resources and overall status.
  • Develop and monitor work progress on project schedules to ensure proper coordination of events during the design, construction, testing and commissioning phases assignment project.
  • Oversee scheduling and coordination of system outages and project commissioning activities.
  • Close out project by obtaining as-built drawings, answering schedule and budget variances, and provide an evaluation of individual, department, and contract services.
  • Reports to the Supervisor of Project Management and performs other assignments as requested.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Knowledge, Skills & Abilities

(Equivalent combination of education and experience will be considered)

Level I

Description:

Will have primary responsibility for small to medium projects as the project manager. Will have several projects or studies assigned at the same time. Will work with UNS supervisors and staff to coordinate the activities of their resources. Will meet with other companies, organizations and stakeholders regarding project management and ensure TEP is appropriately represented.

Minimum Qualifications:

Preferred qualification of a four- year degree in engineering, planning, or project, construction or business management; or equivalent professional experience as an Engineer, Project Manager or Construction Manager.

A self-starter and has demonstrated the ability to manage multiple projects simultaneously monitoring and controlling budget, schedule and timely completion.

Developed leadership skills and comfortable leading meetings and speaking in front of others.

Preferred Qualifications: P.M.P certification.

Level II

Description:

Will have primary responsibility for medium to large projects as the project manager. Will have several projects or studies assigned at the same time. Will work with UNS supervisors to coordinate the activities of their resources. Will meet with other companies, organizations and stakeholders regarding project management and ensure TEP is appropriately represented. May be assigned customer projects requiring responsibility for customer deliverables including budget and expense updates, written reports, written and verbal updates, and on time delivery of construction projects.

Minimum Qualifications:

Requires a four year degree with a preference to Engineering, or project, construction or business management, or MBA; or six or more years of professional experience as an Engineer, or Construction Supervisor; or two or more years of professional experience as a Project Manager I.

Is able to work independently and has a strong understanding of project management processes, project requirements, and important project reporting metrics.

Thorough understanding of the primary divisions of engineering and construction labor/phasing, budgeting and budget performance analysis.

Developed leadership skills and demonstrated. Task organization, Communication, follow-up, ability to manage multiple medium to large project simultaneously.

Preferred Qualifications: P.M.P certification is preferred.

Senior

Description:

A top-level individual contributor who will be assigned multiple projects of all sizes or complexity, including highly complex projects. Will have several projects assigned at the same time. Will work with UNS supervisors and Outside Services to coordinate the activities of their resources. They will be the primary source of training for the section and will share information openly. Will meet with other companies or organizations regarding project management and ensure TEP is appropriately represented. Provides direct backup support for section Supervisor.

May be assigned customer projects requiring responsibility for customer deliverables including budget and expense updates, written reports, written and verbal updates, and on time delivery of construction projects.

Minimum Qualifications:

Requires a four year degree with a preference to Engineering, project, construction, or business management or MBA.

Requires two or more year's professional experience as a Project Manager II or Engineer.

Excels in all aspects of time management, project organization, and technical analysis.

Demonstrates strong leadership skills and supports all decision making with superior technical knowledge and economic analysis.

Actively develops peers, and participates in department efficiencies initiatives.

Makes decisions independently and does not require guidance or supervision on any technical or project management duty.

Demonstrates a superior understanding of all project aspects.

Preferred Qualifications: MBA, P.E., P.M.P certification are preferred qualifications.
