POSITION SUMMARY
Under the guidance of the Director of BSA and Fraud, the Senior Bank Secrecy Act (BSA) Specialist plays a vital role in ensuring the Credit Union remains compliant with all relevant regulations, including the Bank Secrecy Act, AML (Anti-Money Laundering), CFT (Countering the Financing of Terrorism), and OFAC (Office of Foreign Assets Control). This role involves overseeing the daily operations of the BSA Compliance Program, including monitoring, reporting, and investigative functions such as Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), and the filing of Suspicious Activity Reports (SARs). The Senior BSA Specialist works closely with departments across the Credit Union to develop and implement effective compliance measures and plays a key role in training staff on BSA/AML policies and procedures. The position requires strong analytical and communication skills, a thorough understanding of regulatory requirements, and the ability to lead or support audits, reviews, and risk assessments. This position also holds defined decision-making authority related to BSA/AML policy and procedure updates, SAR filing determinations, and the validation and recalibration of automated monitoring systems, ensuring timely, risk-appropriate, and regulatory-compliant actions.


ESSENTIAL FUNCTIONS & RESPONSIBILITIES
* Monitors and researches member and transaction activity for suspicious behavior using automated systems and manual reviews.
* Manages and analyzes alerts and cases generated by the AML monitoring system; ensures timely investigation, escalation, and documentation in accordance with internal procedures and regulatory expectations.
* Exercises decision-making authority to determine when an alert or case meets the threshold for SAR filing; prepares and files SARs in a timely and accurate manner.
* Conducts initial and ongoing Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) reviews.
* Investigates potential Office of Foreign Assets Control (OFAC) matches and escalate appropriately.
* Acts as the primary point of contact for managing FinCEN 314(a) information requests; ensures timely import, execution, and documentation of list scans in the AML software.
* Serves as the lead contact for initiating and responding to FinCEN 314(b) information sharing requests in accordance with applicable regulations and internal policies.
* Assists with internal and external audits and regulatory exams, including gathering and reviewing data.
* Develops and delivers BSA/AML training to staff across the organization to support and guide well-informed staff.
* Collaborates with internal departments to ensure proper implementation of BSA/AML policies and adherence to Know Your Customer (KYC) protocols.
* Contributes to the development, maintenance, and refinement of the BSA/AML polices and procedure, including making recommendations and executing updates within delegated authority.
* Identifies and alerts the Director of BSA and Fraud of trends, emerging risks, and regulatory changes that may impact the Credit Union's compliance efforts.
* Supports and participates in system validation, model tuning, threshold reviews, and recalibration activities, including making recommendations and implementing approved changes within assigned authority.


JOB SPECIFICATIONS
* Serves as a backup for BSA Specialist I and II roles and supports or assumes key BSA responsibilities for the Director, BSA and Fraud when necessary, ensuring continuity of operations and compliance with regulatory requirements.
* Assists in preparing and filing the Currency Transaction Reports (CTRs). Is responsible for complete, accurate and timely filing. Works with branch network and other departments to gather all relevant information.
* Works with Director, BSA and Fraud on annual completion of BSA Risk Assessment, including presentation to the Board of Directors.
* Assists in maintaining and updating BSA/AML policies and procedures, including exercising delegated decision-making authority for procedural revisions that enhance operational effectiveness or regulatory compliance.
* Participates in and supports system validation, recalibration, and testing efforts to ensure monitoring thresholds and risk rating methodologies remain effective and compliant.
* Holds delegated authority to determine when activity meets the threshold for a SAR filing, document the rationale, and file the SAR, escalating only in cases involving high-risk, complex or sensitive activity.
* Maintains up-to-date knowledge of regulatory changes and industry best practices concerning BSA/AML/CFT and OFACrequirements.


EDUCATION, TRAINING & EXPERIENCE
* Minimum 2-year Associate's Degree, or the equivalent work experience. Bachelor's Degree preferred.
* Holds BSACS, CBSAP and or CAMs certification or working towards completion.
* 3 to 6 years of experience in BSA/AML compliance role at a financial institution. Years of experience and specific work experience required.
* Experience with AML monitoring systems and processes (Verafin experience a plus).
* Working knowledge of credit union products and services, core banking systems, and ability to conduct independent research into transaction patterns and account activity.
* Strong attention to detail as well as analytical and problem-solving skills.


WORK ARRANGEMENT:
The working arrangement for this position is remote or hybrid. Hybrid work is an opportunity to find the right balance between working in the office and remotely, especially if it supports individual success and the needs of our organization. Hybrid schedules are determined by the hiring manager based on business unit needs and may vary by department. Although a remote work arrangement may be authorized, those working in a remote position should expect occasional travel to headquarters or other business locations as necessary for work purposes.
