THE POSITION

Are you a seasoned information technology (IT) professional who is ready to take the lead on complex, large-scale IT initiatives from start to finish? The Office of Administration, Health and Human Services (HHS) IT Delivery Center, is seeking a powerhouse Project Manager 3 to join our team and guide high-stakes IT enhancements and business process re-engineering efforts. This role is pivotal in leading expansive technology projects that modernize systems, improve service delivery, and ensure compliance with state and federal regulations. DESCRIPTION OF WORK

As a Project Manager 3, you will lead the planning, execution, and delivery of complex, multi-agency technology initiatives. This includes defining project scope, objectives, and deliverables in alignment with state strategic goals. You will develop comprehensive project plans, manage resources, and ensure adherence to established timelines and budgets while maintaining compliance with applicable laws, regulations, and policies. Within this role, you will serve as the primary liaison between executive leadership, agency program managers, technical teams, and external vendors. You will also facilitate regular status meetings, prepare progress reports, and communicate project risks, issues, and changes to stakeholders in a clear and timely manner. The role requires translating technical concepts into accessible language for non-technical audiences to support informed decision-making.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. You must report to the office 3 days per week (Tuesdays, Wednesdays, and Thursdays). In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office, located at 2525 North 7th Street, Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $100,773.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of experience in leading IT projects and a bachelor's degree; or
  • An equivalent combination of experience and training that includes six years of experience in leading IT projects.

Additional Requirements:

  • Experience leading a large multi-agency, multi-bureau COTS implementation with multiple information technology vendors who has demonstrated successful program leadership, vendor and contract management, technical oversight, and cross-jurisdictional stakeholder governance.
  • You must have an active Project Management Professional certification for a minimum of five (5) full years issued by Project Management Institute (PMI)
  • Six (6) or more years of relevant experience proving you have performed the role effectively.
  • You must be able to perform essential job functions.


Preferred Qualifications (not required):

  • Four (4) year college degree or equivalent technical study.
