In this role, you will be responsible for reviewing licenses, applications or requests for programs associated with the Licensee Tax Responsibility Program (LTRP) to ensure all program requirements are met, including registration and compliance with all Department of Revenue tax systems. DESCRIPTION OF WORK

As a Tax Account Collections Technician, you will review licenses, applications or requests for various programs for accurate information by reviewing LTRP and PA Department of Revenue. Incumbent determines if the taxpayer is registered for all required tax accounts by reviewing Department of Revenue tax system, Pennsylvania Tax Hub (PATH) and determines if a liability is collectible by using information from PATH. This position contacts taxpayers or their representatives by telephone, letters or email to inform them of any collections liabilities or non-filed returns that must be submitted prior to a LTRP license clearance being issued and notes correspondence in PATH. In some cases, you will be assigned to previously closed non-compliant LTRP cases to collect and further enforce licensees who have continued tax obligations. You are responsible for collecting all items necessary including non-filed returns, payments and information needed to bring the taxpayer into compliance with the PA Department of Revenue. You will process payments received from taxpayers or their representatives and post them to appropriate accounts. Additional duties include:

  • Recommend referral of accounts for further collection activity to include field office, wage garnishment, collection agency, bank attachment or out of state lien program.
  • Negotiate and set up Deferred Payment Plans to be referred to Supervisor for approval.
  • Contacts individuals who have defaulted on Deferred Payment Plans to ensure the taxpayers are making required payments and filing current returns.
  • Be mindful of internal controls and risk management when changes are made to a process.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week after successful completion of required in-office training. In order to telework, you must have a securely configured high-speed Internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of experience reviewing tax documents and applying tax laws and rules and regulations and making taxpayer liability decisions; or
  • Three years of experience in the collection of taxes; or
  • Three year of experience in the provision of taxpayer assistance which involves the explanation of the application of tax laws, rules, regulations, policies and procedures; or
  • Any combination of experience and training which provides the applicant with the required knowledges, skills and abilities.

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
