Position Title: City Administrator / Treasurer Department: Administration Reports To: Mayor FLSA Status: Exempt Salary Range: $135,000 – $155,000 annually (DOQ) Location: Soap Lake, Washington Position Overview The City of Soap Lake is seeking a highly motivated and experienced professional to serve as City Administrator / Treasurer. This dual-role position is responsible for the overall management of City operations and finances, ensuring efficient delivery of municipal services to a community of approximately 1,700 residents. The Administrator/Treasurer provides executive leadership, strategic planning, and fiscal oversight, working closely with the Mayor, City Council, staff, and community members to implement policies and advance the City’s goals. Key Responsibilities Administrative Leadership • Serve as the chief administrative officer of the City under the direction of the Mayor. • Oversee daily operations of all City departments and staff, ensuring effective delivery of municipal services. • Develop and implement policies, programs, and procedures to achieve Council objectives. • Advise the Mayor and City Council on operational, financial, and policy matters. • Manage personnel, including hiring, evaluations, training, and disciplinary actions. • Prepare and present reports, agendas, and recommendations to the City Council. • Act as a liaison between the City and community organizations, residents, businesses, and regional/state agencies. Financial Management (Treasurer Duties) • Serve as the chief financial officer and treasurer of the City. • Develop and administer the City’s annual budget in coordination with the Mayor, Council, and department heads. • Maintain accurate financial records, accounts, and reports in compliance with state and federal laws. • Oversee accounts payable, receivable, payroll, and utility billing functions. • Manage cash flow, investments, and debt service. • Ensure compliance with Washington State Auditor’s Office requirements. • Provide regular financial updates and forecasts to the Mayor and City Council. Policy, Planning & Community Relations • Support long-range planning, economic development, and capital improvement initiatives. • Seek grant opportunities and manage awarded grant funds. • Promote transparency, efficiency, and community engagement in City governance. • Represent the City at public meetings, intergovernmental committees, and civic events. Qualifications Education & Experience • Bachelor’s degree in Public Administration, Business Administration, Finance, or related field required (Master’s degree preferred). • Minimum of 5 years of progressively responsible municipal management and/or finance experience, with at least 2 years in a leadership role. • Strong background in budget preparation, financial management, and personnel administration. • Experience working in small cities or rural communities preferred. Knowledge, Skills & Abilities • Knowledge of municipal government operations, Washington State laws, and public finance. • Strong leadership, communication, and interpersonal skills. • Ability to manage multiple priorities and solve complex problems. • Proficiency in financial software, Microsoft Office, and modern office practices. • Commitment to ethical, transparent, and accountable governance.
