DESCRIPTION OF WORK

In this position, you will be responsible for overseeing the maintenance operations related to roadway programs within Columbia County. Your role will involve close collaboration with the county maintenance manager and assistant maintenance managers to develop the Annual Work Plan (AWP), which includes the coordination and execution of the county's 213 Surface Improvement Program. Throughout the fiscal year, you will utilize Plant Maintenance and Business Warehouse reports to monitor the AWP, ensuring compliance with the established plan while providing regular status updates and recommending adjustments as needed to accommodate changing priorities, conditions, and funding levels. Additionally, you will evaluate and identify the material needs for various activities in alignment with the AWP.

Moreover, you will take charge of creating and managing the county budget, preparing comprehensive budget reviews to keep management apprised of the financial landscape for informed decision-making. Your responsibilities will also include advising the county manager on budgetary issues and proposing fund reallocations between programs when necessary. It will be crucial to continuously monitor all financial resources to guarantee that adequate funds are available for county operations and that encumbered funds are effectively managed to avoid any losses at the end of the fiscal year. Furthermore, you will oversee the budgetary components of all county agility agreements, recommending changes based on budgetary considerations and actively participating in financial negotiations.

Your duties will also encompass reviewing and adjusting scheduled work by analyzing Systems, Applications, and Products (SAP) reports, original planning session notes, weather conditions, inventory evaluations, equipment availability, and relevant highway materials data. You will coordinate the review and analysis of output data from the SAP Plant Maintenance system to ensure that the objectives of the work program are achieved while maintaining overall system control. This will require a detailed examination of the deployment of resources and the effectiveness of maintenance strategies to optimize the county's roadway programs.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • This position may be eligible for Alternate Work Schedule (AWS).
  • Telework: You may have the opportunity to work from home (telework) part-time upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Bloomsburg. The ability to telework is subject to change at any time.   • Salary: Selected candidates who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $59,345.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Roadway Programs Specialist or Roadway Programs Technician Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and an associate's degree in a field of business administration, computer science, highway engineering technology or closely related program; or
  • One year of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and a bachelor's degree in business administration, computer science, mathematics, statistics, or civil engineering related discipline; or
  • Any equivalent combination of experience and training.
