For more than55 years, Family Health Centers of San Diego's (FHCSD) mission has been to provide caring, affordable, high-quality health care and supportive services to everyone, with a special commitment to uninsured, low-income and medically underserved persons. FHCSD is one of the top 10 largest federally qualified health centers (FQHCs) in the country. We operate more than 90 sites across San Diego County, including 29 primary care clinics, 23 behavioral health facilities, 10 physical rehabilitation clinics, nine dental clinics, five vision clinics, four outpatient substance use treatment programs, three mobile medical units, two mobile counseling centers, two urgent care centers, and a pharmacy. Our staff provides care to over 227,000 patients each year, of whom 91% are low-income and 29% are uninsured. FHCSD provides care to all. Services include, but are not limited to adult care, chronic disease management, pediatrics, comprehensive women's care including obstetrics, dental, vision, case management, physical rehabilitation, speech therapy for children, vaccinations, infectious diseases, behavioral health, substance use counseling and a host of specialty services including cardiology, podiatry, endocrinology, dermatology, among others. FHCSD also offers supportive services to those who are unsheltered and in need of intensive case management. The breadth of our clinic locations, services and programs has grown over the last five decades, making us the largest community clinic provider of health care to the uninsured in the county and one of the top 10 largest community clinic organizations in the nation. We are also the largest health care safety-net provider, largest school-based health care provider and the largest mental health provider in the San Diego region. Family Health Centers of San Diego is looking for a Vice President of Physical Facilities to lead and direct the design and management of the company's Facility infrastructure. The priorities for this position include directing a highly effective facilites team, strategic planning, project design, quality assurance, and high-level problem resolution. The VP of Physical Facilities must develop strategic plans based on the needs of the organization, meet company objectives, partner with executive management and develop systems and controls to ensure compliance with quality standards. Responsibilities:
Builds positive relationships, inspires others to perform at a higher level, prepares career development plans and retains an accountable workforce. Builds, develops and leads Facilities/ Building Engineering team capable of carrying out needed initiatives. Works effectively with Human Resources to provide coaching and counseling to staff and administers appropriate disciplinary action as needed. Continuously researches new technologies and approaches. Develops and directs procedures and methods to ensure quality standards are met and maintained and ensures regulatory compliance with external agency standards (OSHA, the Joint Commission, etc.). Develops and manages annual facilities budget. Directs capital planning, facilities design, safety, specifications, product/equipment maintenance, and vended products throughout the organization. Drives efficiencies through continuous improvement initiatives. Effectively manages technical assessments, and due diligence projects. Ensures accurate facility cost projections in conjunction with Finance. Experience in managing leaseholds and tenant/landlord issues. Leads company-wide energy conservation efforts. *Manages construction and engineering procurement/controls, contract negotiations, insurance, and contracts. Manages maintenance and operating issues of all sites/ facilities and utilities. Manages projects from design to execution to customer satisfaction. Oversees site selection, negotiation, purchase/lease, and construction/renovation efforts. Participates in continuous improvement activities and ensures appropriate Lean tools (i.e., 5S, A3) are deployed and results are evaluated and/or measured. Partners with Finance to manage facility insurance policies and processes, NMTC financing. Partners with Strategic Planning to address the business priorities and positions for the Facilities/ Engineering area and executes per schedule and to the company's business needs. Plans and executes major capital facility and utility projects for the company. Possesses technical expertise in applicable systems for ambulatory healthcare management (HVAC, security systems, electrical, mechanical, sterilization, waste/biohazard management, ISO Standards, etc.). Provides/ensures staff receive all new hire and annual trainings on time.
Education/Certifications/Licenses/Registrations
Bachelor's degree in engineering, business administration or related field, at a minimum. Certification in Healthcare Facilities Management or other like competency certification desirable. Traveling between sites and other locations is required as an essential function of the job. Must have a car, a valid California driver's license, and proof of minimum levels of car insurance as required under California law, although limits of $100,000 are recommended. An acceptable driving record is also required. California law requires all drivers to obtain a valid California driver's license within ten days of establishing residency. Mileage and other reimbursement governed by policy.
Experience/Specialized skills (including Language)
10 years of experience leading a combination of engineering, construction, facilities, maintenance, security, and quality improvement teams. Five years or more experience managing facilities in healthcare organization(s) Knowledgeable with regulations and standards such as Joint Commission, PCMH, NCQA, Title 22, 24, OSHA, UBC, etc. Additional experience in value engineering, project bidding, management of design-build projects. Business Acumen: Works effectively with all levels in the organization. Works with outside teams to conceptualize and develop construction projects (ground up and remodels). Communication Proficiency: Excellent written and oral skills. Computer proficiency of Microsoft Suite and Microsoft Project Planning and other construction related platforms. Ethical Conduct: Manages self and ensures department works to the highest level of ethical standards. Experience with LEAN total systems approach to management and employing LEAN for process improvement. Financial Management: Skilled at producing on-time and on-budget projects. Works collaboratively with CFO and finance teams Leadership: Effectively leads Building, Engineering, Design, Security and Facilities teams and is an effective contributor to the executive team. Performance Management: Delivers projects with on-budget, on-deadline performance. Problem Solving/Analysis: Ability to resolve issues in an effective, efficient, and cost-effective manner. Strategic Thinking: Active and valued participant in planning the strategic direction of the company. Technical Capacity: Ability to lead a technical team
