Job Description

The Project Management Office (PMO) Directorate has an opening for a Project Management Division Lead. As the Project Management Division Lead, you will be primarily responsible for developing a unified project management system and leading the project management function as required to execute and deliver the institutions portfolio of construction projects. This portfolio currently consists of over 200 projects with an estimated Total Project Cost (TPC) value that exceeds $800M. In this role, you will oversee the capabilities and performance of construction project management professionals, a site-wide construction project management system, and be actively engaged in a campaign to deliver on the current and future infrastructure improvement commitments made to program sponsors. This position reports directly to the PMO Governance Department Head and is an integral member of the Project Management Office (PMO) Leadership Team.

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, portfolio management, project controls, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers all-encompassing infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

You will

  • Provide visionary leadership and strategic oversight for the Project Management Operations organization, ensuring alignment with Laboratory mission and long-term infrastructure goals.
  • Develop, implement, and sustain a comprehensive, site-wide project management system that establishes consistent standards, policies, and best practices across all construction projects.
  • Oversee the safe, secure, and successful execution of a diverse portfolio of construction projects, driving achievement of cost, schedule, scope, and quality objectives.
  • Direct and enhance the monthly project review and analysis process, delivering transparent and objective performance reporting to senior management and stakeholders.
  • Champion innovative process improvements, standardization, and automation initiatives to optimize efficiency, compliance, and consistency throughout the project management function.
  • Lead workforce planning, recruitment, and professional development efforts to build and maintain a high-performing, expert project management team capable of meeting current and future demands.
  • Foster strong collaboration with PMO leadership, senior Laboratory management, program sponsors, and external stakeholders to ensure integrated, institution-wide project management practices.
  • Exercise judgement in Influencing strategic planning and decision-making, supporting the attraction and retention of key projects, programs, funding, and talent to advance the Laboratory's mission.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in Engineering, Construction Management, or a related field, or an equivalent combination of education and related experience.
  • Extensive experience leading and managing a large team of Project Managers and related professionals in a complex project execution and delivery environment, with a demonstrated record of achieving significant improvements in cost, schedule, scope, and risk performance.
  • Demonstrated experience operating at a division or equivalent level as a technical staff lead, including responsibility for line management, budgeting, resource planning, and strategic direction for a portfolio of projects or programs.
  • Proven track record as a change agent, with demonstrated success driving cultural shifts, implementing new or revised management systems, and improving processes across multiple functional areas. Experience with self-examination in pursuing timely corrective action and championing sustainable improvement initiatives.
  • Expert communication, facilitation, and collaboration skills, with experience effectively interacting with senior management, external sponsors, regulators, reviewers, and stakeholders, as well as technical specialists and subject matter experts from a wide variety of functional areas on complex and sensitive issues.
  • Experience successfully managing and directing project teams and/or organizations with diverse backgrounds and experiences, including mentoring and developing staff and building high performing teams.
  • Demonstrated ability to navigate and lead in a complex, highly matrixed institutional environment, such as a U.S. national laboratory, large federal agency, or equivalent setting, including balancing competing priorities and stakeholder requirements.
  • Proven leadership, management, and team building skills, with significant experience developing, implementing, and sustaining organization wide project management practices, and driving results that impact institutional performance and sponsor satisfaction.

Desired Qualifications

  • Professional certifications in related areas such as the Project Management Professional (PMP) designation from the Project Management Institute (PMI).
  • Experience with DOE Order 413.3, Program and Project Management for the Acquisition of Capital Assets, and with Department of Energy certified Earned Value Management System (EVMS) implementation and use.
  • Recent and relevant professional experience in a national laboratory or similar mission focused, highly regulated environment, and familiarity with LLNL policies, processes, personnel, programs, and active mission areas.

Pay Range

$240,960 - $305,544 Annually

This is the lowest to highest salary range in good faith we believe would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
