Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in Business, Supply Chain, Finance, Healthcare Administration, or related field and/or equivalent combination of education and professional experience.
  • Five years of progressively responsible procurement, purchasing, strategic sourcing, contract management, or other directly related professional experience that includes supplier engagement, competitive solicitations, contract negotiation and procurement analysis; or an equivalent combination of education, training and experience.
  • Demonstrated ability to communicate clearly and professionally, both verbally and in writing, and effectively influence stakeholders.
  • Proven customer service orientation with the ability to build productive working relationships with departments, suppliers and cross functional partners.
  • Proven ability to exercise sound professional judgment, analyze information and make informed business decisions.
  • Demonstrated initiative with the ability to anticipate challenges, develop solutions and operate with increasing levels of responsibility and independence.
  • Strong organizational and time management skills with the ability to manage multiple priorities, meet deadlines and maintain a high degree of accuracy.
  • Ability to perform effectively in a fast paced, high demand environment while maintaining attention to detail.
  • Working knowledge of procurement principles, sourcing methodologies and contract administration and standard business practices.
  • Demonstrated analytical capability with the ability to evaluate purchasing options and support financially sound recommendations.
  • General knowledge of supplier markets and sourcing environments.
  • Ability to support or lead negotiations for goods and services to achieve favorable business outcomes.
  • Ability to develop, interpret and apply product specifications or scope requirements.
  • Proficiency in ERP systems, procurement platforms and standard business software used to support purchasing and analytical functions.
  • Ability to prepare, maintain and manage procurement documentation in accordance with organizational policies, regulatory requirements and audit standards.
  • Proven ability to work collaboratively within a team environment and partner effectively with leadership and operational stakeholders.
  • Ability to respond effectively to urgent operational, project related or emergency situations as business needs require.

Preferred Qualifications

  • Professional procurement certification (e.g., CPSM, C.P.M., CPPB) preferred.
  • Demonstrated experience independently managing sourcing events, negotiating contractual agreements and advising stakeholders on procurement strategy is strongly preferred.
  • Experience supporting complex procurement activities within healthcare, higher education, public sector or other highly regulated environments.
  • Demonstrated experience negotiating complex service, equipment or supplier agreements.
  • Experience developing technical specifications for specialized equipment or services.
  • Experience leading competitive sourcing events or formal solicitations.
  • Working knowledge of federal, state or public procurement regulations.
  • Familiarity with university or academic medical center contracting environments.
  • Demonstrated ability to recommend or implement process improvements that enhance operational efficiency and service delivery.
  • Experience collaborating with senior leadership or participating in cross functional initiatives.

Department Overview

The Purchasing Department provides centralized procurement services for the acquisition of a wide array of supplies, equipment, and services to support the needs of the health system including UC Davis Medical Center, UC Davis Children's Hospital, Same-Day Surgery Center, Comprehensive Cancer Center, 48X Outpatient Surgery Center and Ambulatory Division including 17 Primary Care Clinics and the Folsom Medical Office Building.

Department Specific Job Scope

The incumbent is responsible for the procurement of equipment, supplies and services required by the Health System. Duties include, but are not limited to, purchasing capital equipment (both medical and non-medical), supplies and services. Work assignments typically require development of Request for Quotations/Proposals, staffing/master agreements, scope of work, cost analysis, contract negotiations, knowledge of sources of supply with expertise in more than one commodity or market area including information technology products and services, and development of vendor and stakeholder partnerships. Responsibilities often include administration/coordination of short-term projects and/or programs assignments which are often complex in nature. Perform related analytical and highly technical work, and special program/projects duties as required. Major goals include identification of cost saving opportunities and minimization of risk (potential litigation) for UCDH regarding its procurement and contracting related functions. The incumbent must be highly skilled in performing analysis using various tools. The incumbent works independently and proactively with decision making responsibility under the general direction of the buyer supervisor. Performance is measured in terms of meeting specific goals and objectives.
