Responsibilities

Peraton and its Operational Planning, Implementation and Assessment Services Team is seeking an experienced Alternate Compensatory Control Measures Specialist to integrate ACCM functions and tasks into all facets of US CYBERCOM level planning.

Location: On-site at Fort Meade, MD as part of USCYBERCOM.

Roles and Responsibilities for this position include:

    Provide technical expertise in ACCM core, related capabilities, and sensitive operational support and products during day-to-day, combat operations, contingencies, crisis action, disaster relief, and exercises required in supporting operations.
  • Support the Cognizant Authority, for their respective ACCM access and issues, for all US CYBERCOM and Component assigned personnel.
  • Provide services to implement security procedures and processes that reinforce national level security requirements IAW appropriate security guidance.
  • Support inspections and implementation of mitigation strategies to protect against possible risks to ACCM Programs.
  • Provide security guidance to planners and leadership with support to Annex-writing and Program Approval processes utilizing Security Classification Guides and supporting Doctrine.
  • Support US CYBERCOM Commander's Regulations (CCRs) for SCIF Security, Classified Information Handling, and Personnel Security promoting and reporting on policies governing assigned personnel throughout US CYBERCOM
  • Support inspections and implementation of mitigation strategies to protect against possible risks to SAP and STO Programs.
  • Provide information-related capabilities and sensitive activities into operations orders, annexes, and evaluation/assessment plans.
  • Review, analyze, and advise on impact of national level strategies, policies, and joint doctrine.
  • Develop ACCM Planner appendices, annexes, tabs, estimates, etc., including, but not limited to: Electronic Warfare (EW), MISO, Military Deception (MILDEC), Cyberspace Operations (CO), Operations Security (OPSEC), Special Activities Planning (SAP) and Integrated Joint Special Technical Operations (IJSTO).
  • Research, develop, utilize, analyze, and assess all information-related tools and capabilities, including, but not limited to: Electronic Warfare (EW), MISO, Military Deception (MILDEC), Cyberspace Operations (CO), Operations Security (OPSEC), and Integrated Joint Special Technical Operations (IJSTO).
  • Provide focused academic outreach, experiments, and scientific application integration.
  • Provide development, planning, staffing, coordination, execution, and assessment of sensitive activities.


Qualifications

Required Qualifications:

  • Bachelors degree and 2 years of experience or HS and 6 years.
  • 2+ years of ACCM specialized experience working SAP Security, SCI Personnel Security Programs, and the Planning and Decision Aid System (PDAS).
  • Knowledge of Special Capabilities and ACCM operations and how it is integrated into joint operational planning process, military decision-making process, and military campaign plan planning, targeting processes and expertise in developing and accessing tactical and operational level Information Operations plans and orders.
  • Have experience related to Information Operations (IO), military deception (MILDEC), operations security (OPSEC), Special Activities Planning, Electronic warfare (EW), and cyberspace operations missions, tasks, and overall warfighting functions that support operations, understand how to integrate Joint capabilities, and be capable of synchronizing activities of mutual concern.
  • Knowledge of service departments (Army, Navy, Marine Corps, and Air Force) functions and their relationships to CCMD to coordinate MISO/PSYOP actions in appropriate channels, e.g., Army, Navy, Air Force, or Joint.
  • U.S. citizenship required.
  • Current U.S. Passport and able to travel internationally.
  • Clearance: This position requires an active DoD Top Secret with current eligibility for Sensitive Compartmented Information (SCI) with a Polygraph.

Preferred Qualifications:

  • Recent joint or service level information operations planning experience.
  • Alternate Compensatory Control Measures (ACCM) Planner experience working with US CYBERCOMMAND J39.
  • Familiarity with other core, supporting, and related Alternate Compensatory Control Measures and Cyber competencies to assist CYBERCOM planners is required.
  • Knowledge of military command relationships and command and control (C2) procedures.
  • Able to coordinate ACCM actions within the proper channels and develop policies that incorporate the principle of C2.

Experience in the following:

  • Providing expert and advisory council on project management, resource and manpower requirements related to SAP (Special Access Programs) Security to achieve unity of effort between components, interagency partners, and the CCMD.
  • Managing and administering personnel databases with over 1500 billets, leveraging predictive analytics and audits to ensure appropriate control of highly sensitive and exceptionally sensitive programs.
  • Providing STO (Special Technical Operations) and SAP technical guidance, translate Joint Staff policy and governance, and synthesize strategy into actionable security tasks and objectives for the Division's cross-functional teams and senior Security leadership.
  • Performing as the designated STO System Administrator / Security Manager for process account creation and access management on Planning and Decision Aid System (PDAS).
  • Overseeing billet migration and data synchronization efforts with Joint Staff SAP/STO management, streamlining processes, eliminating redundancies, and ensuring 100% data integrity.
  • Coordinating, Collaborating and executing a comprehensive preparation/project plan for the SAP/STO biennial inspection while simultaneously minimizing disruption to daily operations and requirements.
  • Processing and documenting all Personnel Security Questionnaire actions, Program Access Requests, Billet Access Requests, Program Indoctrinations, Program Debriefs, and weekly record review processes, daily Foreign Travel updates; leveraging the Joint Access Database Environment and Defense Information System for Security (DISS).

Target Salary Range

$86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
