The Birth Registrar Performs a variety of skilled and complex clerical functions using the State Center for Health Statistics Automated Birth Entry System and the EPIC Electronic Medical Record to create an accurate and timely Birth Certificate. Serves as the initial point of contact for individuals seeking birth certificate information. The Birth Registrar must be able to triage calls appropriately, as well as deal sympathetically with people who may be bereaved, distressed, or angry using tact, persuasion, and discretion. The Birth Registrar must be able to handle customers in a courteous and helpful manner, even in potentially stressful situations, assessing priorities and initiating action as required.

Education:



  • High school graduate or equivalent
  • One year's experience with medical records and accurate typing or any equivalent combination of education and experience to provide the required knowledge, skills, and abilities.



Essential Duties & Responsibilities:



  • Completes the legal birth certificate by using State Center of Health Statistics Software. Completes both the legal and the confidential medical information portion of the birth certificate and transmits it to State Center for Health Statistics.


  • Using EPIC Patient Station function adds the name of the baby to the Hospital Master Patient Index Data Base.


  • Attends to "walk-in" birth certificate requests by verbally greeting requestor, receiving proper identification, and processing the request providing the Birth Registry information needed, using tact and discretion.


  • Communicates by telephone with individuals regarding questions, issues, and/or problems relating to the processing of birth certificates and Social Security Cards, using tact and discretion.


  • Interviews with all single mothers before discharge to discuss and provide information regarding the establishment of legal paternity in the District of Columbia. If the mother and father wish to establish paternity, the Birth Registrar helps the parents fill out the required legal paperwork. The Birth Registrar then produces a legal birth certificate with both parents information.


  • Deals tactfully with same sex couples in establishing their right to have both their names on the Birth Certificate as parents.
  • Enters data into the Automated Birth Registry system and ensures that data is entered accurately.


  • Serves as a Notary for the Hospital.



Skills & Abilities Required:



  • Ability to communicate with patients, physicians, and others in an appropriate, professional, and courteous manner even in potentially stressful situations.
  • Working knowledge of medical terminology.
  • Knowledge of computer information systems and data entry skills.

Salary Range: Minimum 20.71/hour - Maximum 34.15/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
