The Business Analyst supports the Oklahoma Health Care Authority (OHCA) in monitoring and overseeing Medicaid managed care operations following the transition to managed care. This role is responsible for maintaining and configuring the Managed Care Insights (MCI) solution, supporting inbound reporting from Contracted Entities (CEs), and analyzing data from MCI and the Medicaid Management Information System (MMIS) to support compliance and contract performance oversight. The Business Analyst partners with business and technical stakeholders to gather and refine requirements, resolve production issues, deliver end-user training, and implement minor system enhancements to ensure effective monitoring, reporting, and compliance processes. - Support the Oklahoma Health Care Authority (OHCA) in overseeing managed care operations following the transition to managed care delivery.
- Maintain and administer the Managed Care Insights (MCI) solution used to manage inbound reports and contractual deliverables from Contracted Entities (CEs), including Managed Care Organizations (MCOs).
- Configure and manage MCI reporting workflows for required CE submissions in alignment with OHCA contract and compliance requirements.
- Monitor, analyze, and validate CE performance data by integrating MCI data with the Medicaid Management Information System (MMIS).
- Develop, maintain, and enhance dashboards and analytics to support OHCA's oversight of CE contract performance.
- Provide end-user training, documentation, and ongoing support to ensure effective use of the MCI solution.
- Research, analyze, and resolve production incidents; revise requirements and solution design to address issues and implement minor enhancements.
- Collaborate with OHCA stakeholders and technical teams to refine monitoring processes and ensure compliance with managed care contracts.
- Support continuous improvement of monitoring and compliance tools, processes, and reporting capabilities.
- Participate in occasional on-site or in-person meetings (1-3 times per year) to build and maintain strong client relationships.

Business Analyst Experience, Education, Skills, Abilities requested:
- Bachelor's degree in Business Administration, Information Systems, Healthcare Administration, or a related field (or equivalent professional experience).
- Minimum of 2 years of experience in data analytics, including data analysis, reporting, and insights generation.
- At least 2 years of experience working with Medicaid programs, policies, or systems.
- Proven experience gathering, analyzing, and documenting business and functional requirements.
- Ability to translate business needs into clear requirements, user stories, and process flows.
- Experience working with data analytics, reporting, and dashboards to support business decision-making.
- Strong analytical and problem-solving skills with attention to detail.
- Experience collaborating with cross-functional teams including technical, operational, and business stakeholders.
- Ability to facilitate meetings, workshops, and requirements review sessions with stakeholders.
- Strong written and verbal communication skills.
- Must pass pre-employment qualifications of Cherokee Federal
- 2 or more years of experience supporting Medicaid application maintenance, including system enhancements, incident resolution, and ongoing operational support.
