THE POSITION

The Department of Transportation is actively looking to hire a SEMP Manager, a pivotal role dedicated to the execution of the District Maintenance Environmental program, specifically the Strategic Environmental Management Program (SEMP). This position encompasses a range of responsibilities, including overseeing compliance with the Municipal Separate Storm Sewer System (MS4) Permit requirements, managing emergency response initiatives, and ensuring adherence to various regulatory obligations. DESCRIPTION OF WORK

SEMP responsibilities encompass the following key areas:

  • Oversee and coordinate activities to meet the requirements outlined in the Department's Strategic Environmental Program (SEMP) Development and Implementation Manual (Publication 752) and the District's Strategic Environmental Management Program, acting as a key liaison among the Central Office SEMP Section, District, and County personnel.
  • Maintain and update the Facility Specific Environmental Checklist (M-902) and the corresponding Environmental Checklist Record (M-903), ensuring compliance with environmental standards and facilitating effective monitoring of facility-specific environmental practices.
  • Engage in third-party Environmental Compliance Audits, collaborating with District and County Management to review notices of violations (NOVs), report findings to the Roadway/SEMP Section, and implement necessary corrective actions to address compliance issues.
  • Provide comprehensive guidance and training to District and County management on environmental matters, ensuring the dissemination of relevant SEMP-related information and identifying local ordinances that may impact District operations.
  • Serve as the District Storage Tank Coordinator, responsible for conducting regular tank inspections, maintaining accurate inventory records, and overseeing maintenance activities to ensure compliance with environmental regulations and safety standards.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years as a Highway Foreman 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of technical experience in highway maintenance or highway construction; or
  • An equivalent combination of experience and training.

Special Requirements:

  • This position requires possession of a valid PA non-commercial Class C driver's license or equivalent.
