ITAR Compliance Manager

This individual will assist in directing IPG's trade compliance program; assist with risk mitigation; develop, update and enforce trade compliance policies and procedures. The Trade Compliance Manager will also provide general import/export compliance support in other areas as the need arises, and serve as the interface and subject matter expert (SME) on interpretation of regulatory requirements or trade policies and procedures.

Duties include, but are not limited to:

ITAR/EAR & Export Compliance -

• Creates and distributes the necessary forms to document items such as commodity classifications, recording of any exemptions taken under the ITAR/EAR.
• Assists in the development of annual training plans and materials relative to the latest trade regulations, oversees implementation of all operational trade compliance procedures and ensuring that procedures match execution.
• Assist in audits/reviews for export compliance and recommend corrective actions to specific functional areas when found not to be in compliance.
• Provide advice and guidance to the Director of Trade Compliance on the application and implementation of government import/export regulations.
• Develops and maintains global database of export classifications for required products.
• Responsible for coordinating and writing most export license applications including TAAs, CCATS and other agreements.
• Classify commodities for export including Technical Data.
• Coordinate export compliance activities, including filing all necessary requests with the Directorate of Defense Trade Controls (DDTC) and Commodity Classification requests with BIS.
• Ensures that customer screenings with the appropriate groups are properly executed.
• Approval and release of international orders.
• Coordinate Export Recordkeeping required by Part 762 of the EAR and under *122.5 of the ITAR.

Customs Compliance -

• Performs all NAFTA tasks including, but not limited to, working with purchasing for supplier solicitations, NAFTA certification, non-NAFTA qualifying documentation.
• Ability to accurately determine country of origin and its marking.
• Ability to accurately determine HTS classifications.
• Assist in audits/reviews for import compliance and recommend corrective actions to specific functional areas when found not to be in compliance.
• Review, interpret, and ensure compliance (or exemption, if applicable) of applicable
  FAR/DFAR provisions as issued by the various government agencies.
• Performs due diligence surrounding tasks relating to manufacturer's affidavits and Importer Statements.
• Assist with CTPAT activities for the company.
• Experienced with Entry Packages and Customs documentation.
• Coordinate Import Recordkeeping required by 19 CFR Part 163.
• It is preferred that this individual be a Certified Customs Specialist and/or be a Licensed Customs Broker, but not Mandatory.

• 7-10 years Trade Compliance experience including, but are not limited to, the following areas:

• Government Contracts.
• Proficiency in Windows environment.
• Program Management experience and ability to handle multiple projects at the same time.
• Overnight travel may be requested about 10% of the time. This can vary based on business conditions.
