Description

Salary range is $81k to $144k with a midpoint of $98k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, provides professional data, data visualization and reporting services to the Executive department and the agency at large by working with internal and external data sets to create visual representations of data such as charts, maps, infographics, graphs, and dashboards that illustrate and clarify information used both for public information and internal decision-making. Uses principles of storytelling to help audiences understand key messages. Focuses on larger initiatives, with the ability and authority to lead and manage projects. Expected to interface with and understand interest holder needs to provide strategic analytics, enterprise data management, and executive-level or departmental reporting.

Uses industry-standard techniques, tools and software to design, develop, and implement visualizations, transforming raw data into clear and compelling visuals. Serves as the Coordinating Data Steward within the department's data domain and supports active participation of data owners and data stewards to ensure data used for decision making is fit for purpose and of high quality.

The Business Intelligence Analyst is an experienced data analyst responsible for BI reporting, data modeling, and business performance monitoring. They will focus on transforming meaningful business insights and storytelling through reporting and analysis. Core focus will be on reporting, data visualization, and benchmarking.

ESSENTIAL FUNCTIONS:

  • Collaborate with business teams to support the use of BI tools and processes that support data-informed decision-making throughout the organization.
  • Identifies useful data sources throughout the agency. Gathers and documents data and data processes. Build and maintain dashboards and reports using Microsoft's Power BI and other business intelligence tools
  • Analyze business trends and performance metrics to uncover and share actionable insights for key business issues.
  • Prepare reports assessing the agency's performance in maintaining quality, minimizing cost, delivering service, ensuring safety, improving employee morale, achieving sustainability and meeting Sound Transit's civil rights equity and inclusion goals
  • Document processes for business intelligence reports, data source mapping and action items that result from review of the business intelligence reports.
  • Extract, transform and load data from complex data models to design and build intuitive reports and dashboards for partners and customers through automated data pipelines.
  • Collaborate and communicate with agency employees in the mode specific divisions and establishes and maintains productive relationships with partner agencies to facilitate data sharing between partner agencies
  • Stay up to date with the latest data visualization tools, techniques, and trends, and explore new ways to present data. Lead the design and implementation of advanced BI solutions ensuring visual content complies with Agency accessibility standards and industry best practices.
  • Supports the procurement of consultant contracts as needed, lending subject matter expertise and analysis.
  • Follows data governance expectations as defined by the agency data strategy and coordinate agency wide data improvement efforts
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors degree in Business Analytics, Information Systems, Computer Science or related field; Four years of experience in data analysis, data visualization and reporting, or business intelligence; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:



  • Microsoft Certified: Power BI Data Analyst Associate
  • Tableau Desktop Specialist
  • Data Analytics Certifications (Google, Coursera, Udemy)


Required Knowledge and Skills:



  • Proficiency in data visualization tools such as Power BI, Tableau, and Adobe Illustrator.
  • Strategic thinking and creative problem-solving, with an eye toward content creation, narrative and storytelling via data and analytics.
  • Proficiency in data analysis techniques, including statistical analysis, data cleaning, and data transformation.
  • Developing or monitoring business metrics and performance indicators (KPIs).
  • An understanding of visual design principles, visual communication, UX design, and information architecture.
  • Ability to analyze data, identify patterns, draw conclusions and explain results to internal and external interest holders.
  • Understanding of data governance and data stewardship.
  • Program and project management experience including ability to manage multiple projects concurrently and organizing work to meet challenging priorities and deadlines.
  • Experience working cross-functionally and influencing without direct authority.
  • Understanding of brand including visual identity and voice/tone.
  • Strong interpersonal techniques and commitment to establishing and maintaining effective working relationships with a diverse work group including other division staff, management, vendors, and outside agencies.
  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals.
  • Proficiency with Microsoft Office 365 suite and collaboration tools (Teams, SharePoint, etc.).
  • Knowledge of accessibility best practices and inclusive communications principles.


Preferred Knowledge and Skills:



  • Some experience with programming languages like SQL, Python, and R.
  • Agile or similar project delivery training or experience
  • ProSci Change management training or similar Text

  • Work is performed in a standard office environment.
