Location: Mount Weather Emergency Operations Center (MWEOC), Bluemont, VA

When: Work is performed Mon-Fri, between 6AM - 6PM

What: Part-time, on-call employees will be maintained on a roster of fully qualified individuals available to provide operational coverage for our full-time COOP Site Analysts. These employees will be contacted when a full-time employee is scheduled to be absent due to vacation or unforeseen leave (e.g., illness). On-call roster employees may accept or decline offered shifts, which typically range from 4 to 8 hours, to ensure continuity of service during absences. To maintain role readiness and current qualifications, roster employees should expect to work on-site 8-16 hours each month.

Job Summary

Harkcon holds a contract with a federal agency supporting its COOP location at Mt Weather. We are looking to grow a roster of qualified and available personnel who can provide on-call back-up support when one of our full-time workers is out. Ideally workers will be given advance notice when our full-time workers are on vacation; however, there may be an occasional need for immediate fill-in support due to personnel emergencies.

WHAT: Provide operational and administrative support to an agency emergency management and Continuity of Operations (COOP) program. Support Incident Command Center (ICC) operations and a remote COOP location to maintain readiness and enable effective response during incidents and activations.

Essential Duties & Responsibilities

  • Maintain readiness of COOP sites and emergency resources: inventory, kits/supplies, facility readiness for no-notice activation; routine checks of key systems.
  • Support secure and non-secure communications (including SCIF-related comms assets) and participate in recurring communications exercises.
  • Maintain emergency notification/contact systems (call-down lists, executive rosters, mass notification data/testing).
  • Coordinate and communicate with interagency partners and responders (e.g., FEMA, FPS, NWS, first responders).
  • Maintain COOP/emergency management plans, SOPs, templates, checklists, and related documentation.
  • Administer essential records program: inventories, repositories, change logs, and required reporting (e.g., orders of succession, delegations of authority, TT&E records).
  • Monitor new directives/requirements impacting COOP and emergency programs; produce crosswalks, impact assessments, implementation plans, resource needs, and timelines.
  • Support training, exercises, and evaluations (tabletop through full-scale): materials, logistics, facilitation, data capture, lessons learned, and After Action/Improvement reporting.
  • Produce time-sensitive reporting (e.g., ERT status reporting within one hour of call completion) and manage program taskings/email as required.

Required Qualifications

  • Active TS clearance with SCI eligibility (required).
  • Experience: 3+ years emergency management experience OR relevant law enforcement/military experience demonstrating ability to support emergency management operations.
  • Education: High School Diploma or GED.
  • Ability to manage multiple priorities in a fast-paced, operational environment.

Required Skills

  • Strong written and verbal communication; professional performance during high-visibility, high-stress events.
  • Accurate documentation/logging and timely reporting using manual/electronic tools.
  • Proficiency with MS Office and common communications systems (phones/radios/computer systems).
  • Ability to follow procedures and coordinate effectively with external agencies.

Work Conditions / Expectations

  • Fill in during absences. Work is conducted Monday - Friday, 6 AM - 6 PM. You need not be available at all times to be placed on our roster.
  • This position requires medium physical activity throughout the workday, including the ability to lift, carry, push, and/or pull materials weighing up to 50 pounds. The role also involves frequent walking and standing, and regular movement up and down stairs in a three-floor building multiple times per day to support site readiness, equipment movement, and operational activities.
