We are seeking a highly experienced Senior Program Analyst to support program management, acquisition, and strategic planning activities in support of the Naval Air Systems Command (NAVAIR) PMA-207 portfolio. The selected candidate will provide senior-level analytical and programmatic support to ensure effective execution of cost, schedule, and performance objectives across assigned programs. This role requires a proactive leader with strong acquisition knowledge, stakeholder coordination skills, and the ability to operate in a fast-paced Department of Defense environment.

Duties:

Program and Acquisition Support



  • Provide senior-level program management and analytical support to PMA-207 leadership and integrated product teams (IPTs).
  • Assist in planning, execution, and tracking of acquisition program activities across the program lifecycle.
  • Support development and maintenance of program documentation including acquisition strategies, program management plans, spend plans, and risk management plans.
  • Analyze program performance related to cost, schedule, and technical execution and provide actionable recommendations to leadership.
  • Prepare and coordinate briefing materials, white papers, decision packages, and executive-level correspondence.


Financial and Schedule Analysis



  • Develop and maintain program financial tracking tools and support budget planning, execution, and reconciliation.
  • Assist in development of Program Objective Memorandum (POM) inputs, spend plans, and financial execution reviews.
  • Monitor obligations and expenditures to ensure alignment with program objectives and fiscal controls.
  • Support integrated master schedule (IMS) development and tracking of program milestones and deliverables.


Stakeholder Coordination and Reporting



  • Serve as a liaison between government leadership, technical teams, and external stakeholders to ensure alignment on program priorities.
  • Coordinate and support program reviews, technical interchange meetings, and milestone events.
  • Track action items, risks, and issues; develop mitigation strategies and provide status updates to leadership.
  • Support data calls and reporting requirements from NAVAIR and higher headquarters.


Process Improvement and Compliance



  • Identify opportunities to improve program execution, reporting, and internal processes.
  • Ensure program activities align with DoD and NAVAIR acquisition policies, guidance, and best practices.
  • Support audit readiness and compliance initiatives as required.


Required Education:



  • Bachelor's degree in business, engineering, acquisition management, finance, or a related field.


Required Experience:



  • Minimum of 12 years of relevant experience in DoD program management, acquisition, or program analysis.
  • Demonstrated experience supporting NAVAIR or Navy acquisition programs.
  • Strong understanding of DoD acquisition lifecycle, budgeting, and program execution processes.
  • Experience preparing executive-level briefings and program documentation.


Preferred Qualifications:



  • Master's degree in a related discipline.
  • DAWIA certification in Program Management, Business/Financial Management, or equivalent.
  • Experience supporting aviation or weapons system programs.
  • Familiarity with Navy ERP, PRISM, or other DoD financial and program management tools.


Required Skills:



  • Excellent analytical, organizational, and problem-solving abilities.
  • Strong written and verbal communication skills with the ability to interface with senior leadership.
  • Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Project).
  • Ability to manage multiple priorities and work independently in a dynamic environment.


Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $78,433.26-$129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
