SCOPE OF POSITION:
Within Everett Social Services, the Program Director administers and provides operational oversight to the Everett New Start Center (EVNSC) and Emergency Hotel Shelter Program under the supervision of the Corps Officer. The Program Director coordinates operations of component departments through active interaction with program supervisors, monitors, and managers. The Program Director analyzes contract content and compliance - overseas - and participates in all grant and contract submissions. The Program Director analyses training needs and promotes and coordinates training and development programs to improve individual and organizational performance. Under the supervision of the Corps Officer, the Program Director is responsible for managing the operational program budget in close coordination with positions supervised.
Additionally, the Program Director will seek opportunities for funding development, communicate with existing and potential donors, host program tours, and make funding presentations in coordination with the Everett Corps Officer and its fundraising department.

DUTIES & RESPONSIBILITIES:


  • Support and maintain the mission of The Salvation Army by identifying societal and community needs in coordination with the directives of Corps leadership.
  • Advocate the agency's philosophy both internally and externally.
  • Develop program goals and objectives with consultation from commanding officers.
  • Maintain and create department logs, statistics, related data, contact information, and other types of physical or digital files as needed.
  • Work in close coordination with the Corps Officer to determine internal organizational structures and staffing requirements.
  • Maintain proactive relationships with other service organizations.
  • Initiate and participate in grant-writing, including the submitting of grants and contract proposals.
  • Demonstrate a working knowledge of emergency resources and network organizations associated with the goals of the EVNSC and the Everett Emergency Hotel Shelter Program
  • Monitor, evaluate, and facilitate changes in operational and administrative programs to ensure compliance with policy and contractual/regulatory requirements.
  • Work in close coordination with the Corps Officer on the preparation, implementation, monitoring, and grant management of the program's budget.
  • Analyze monthly financial statements of program activities.
  • Oversee the hiring of permanent, temporary, and on-call staff.
  • Provide direct supervision and trainings for assigned staff.
  • Responsible for ensuring that Salvation Army employment policies are followed including regular performance assessment and communication, supervision, leadership, and development.
  • Ensure that Salvation Army safety policies are followed and that appropriate safety training is provided.
  • Attend and participate in all staff and manager meetings.
  • Provide policy and procedure guidance to subordinate staff.
  • Supervises staff providing primary case management services to clients.
  • Provide supportive care to residents experiencing personal crisis as needed.
  • Respond to emergency situations and make decisions within policy guidelines, as necessary.
  • Provide crisis intervention and institute security procedures should a critical or threatening situation arise.
  • Monitor, evaluate, and record training activities and program effectiveness.
  • Oversee discharges in close supervision and coordination with staff.
  • Ensure regular practice of public health safety protocols.
  • Provide advocacy for housing, public assistance, and other services as needed.
  • Cultivate and maintain network resources.
  • Attend public meeting as directed.
  • Direct Employee Supervision:

    • Supervise assigned social services employees including supervisors, case workers, and support staff.
    • Ensure training is in partnership with other Divisional Departments such as Development and Human Resources.
    • Responsible for adhering to Salvation Army policies regarding employee leadership, management and development including areas of performance management, safety, time, attendance, and training.
    • Ensure that all employees are following the elements of the Salvation Army and Northwest Division's safety policies and emergency response policies.


  • Generate monthly, quarterly, and annual reports.
  • Ensure maintenance and cleanliness of facilities.
  • Prepare general correspondence and other administrative functions as needed or requested.
  • Perform other job-related duties, as assigned.



EDUCATION & EXPERIENCE:

  • Minimum bachelor's degree in business management, human services, organizational leadership, or comparable degree.
  • Minimum of three years of experience in three or more of the following fields: human services, office management, staff supervision, operational finance management, crisis management, case management.
  • Three years' experience with transitional or supportive housing, preferred.
  • Experience in grant writing and budget preparation, preferred.
  • Current CPR and First Aid certification.
  • Trained in application of Coordinated Entry processes (CEA).
  • Trained in Mental Health First Aide.
  • Trained in opioid overdose response.



REQUIRED SKILLS & ABILITIES:

  • Expert in city homeless prevention and education goals and objectives
  • Excellent telephone skills
  • Ability to work in a fast-paced environment and maintain poise under pressure.
  • Ability to work with a diverse range of individuals including cultural competency awareness.
  • Customer service mindset
  • General accounting or bookkeeping knowledge
  • Strong analytical and research skills
  • Proficient typing skills (60 words per minute)
  • General knowledge of business protocols
  • Ability and willingness to keep information confidential.
  • Strong knowledge of community-based services
  • Possesses a valid State of Washington driver's license and the ability to pass The Salvation Army's driving requirements, including being 21 years of age.
  • Ability to pass the Salvation Army criminal background check and reference check processes.
  • Ability to successfully complete The Salvation Army's child safety training. Ability and willingness to understand and fully comply with mandatory reporting requirements and laws pertaining to vulnerable adults and children.
  • Documentation of current tuberculosis test upon start of work
  • Current CPR and First Aid certification
  • Completion of communicable disease training; completion of Bloodborne Pathogen training within 90 days of employment



SOFTWARE-RELATED SKILLS:

  • Knowledge of Microsoft Office Suite including Word, Excel, and PowerPoint
  • Knowledge of Lotus Notes preferred
  • Working knowledge of integrated database applications and ability to use new software programs with basic training



PHYSICAL REQUIREMENTS:

  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis.
  • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead.
  • Ability to operate telephone.
  • Ability to operate a desktop or laptop computer.
  • Ability to lift up to 25 lbs. (usually file boxes).
  • Ability to access and produce information from a computer.
  • Ability to understand written information.

Health Insurance: Low bi-weekly premiums ($34.62) for employee only coverage, Kaiser HMO for those residing in a Kaiser service area, Anthem EPO/PPO is available for those residing outside of a Kaiser service area. Voluntary +1 and +family coverage at additional cost. Delta Dental DHMO and DPPO dental insurance offered starting at $2.31 bi-weekly cost. Employees are covered by an employer paid life insurance policy. Voluntary supplemental life, short-term and long-term disability plans are available.

Retirement Plans: Employer-funded Money Purchase Pension Plan (Defined Contribution Plan) 50% vested at 5 years eligible service time, employee funded voluntary 403(b) options

Parental Leave: Benefit will be one week (5 business days) of paid leave at the employee's normal rate of pay for births, adoptions and foster placements.

Sick Leave: 12 days annually accruing from day one, eligible for use after 3 months' service time.

Paid Vacation: 2 weeks annually accruing from day one, for non-exempt positions. 4 weeks annually accruing from day one, for exempt positions. Accrued vacation eligible for use after 6 months' service time.

Paid Holidays: 13 designated holidays + 1 floating holiday per year
