Purpose of the Role

The Site Services Superintendent is responsible for leading and directing all site services operations to ensure a safe, organized, and fully functional construction environment. This role provides oversight to foremen and crews supporting site-wide infrastructure and logistics, ensuring essential services such as traffic control, facility maintenance, utilities distribution, and common area management operate efficiently and in alignment with project objectives.

The Site Services Superintendent plans work activities, allocates manpower, coordinates daily operations, and maintains the rhythm of site support functions so construction teams can execute without disruption. This position plays a critical role in maintaining site safety, productivity, and operational continuity.

Key Responsibilities Leadership & Workforce Management
  • Provide direct leadership to foremen and site services crews, ensuring safe and efficient daily operations.

  • Plan, schedule, and prioritize site service activities in alignment with project milestones and construction sequencing.

  • Monitor manpower levels and workforce productivity to maintain balanced and effective operations.

  • Mentor and develop craft personnel, including apprentices and junior leaders.

  • Promote a culture of accountability, professionalism, and continuous improvement.

Traffic Control & Work Zone Management
  • Oversee onsite traffic control operations, including supervision of common area flaggers.

  • Establish, maintain, and remove work zones in compliance with safety standards.

  • Ensure proper placement and maintenance of traffic control devices, including signage, cones, barricades, and directional controls.

  • Monitor traffic flow to ensure safe vehicle and pedestrian movement throughout the project site.

Site Infrastructure & Facilities Management
  • Oversee general maintenance and repairs of site facilities, including plumbing, carpentry, and minor structural repairs.

  • Coordinate relocation and installation of portable sanitation units and dumpsters.

  • Manage upkeep of roadways, ditches, walkways, and access routes to ensure safe site mobility.

  • Oversee lawn and grounds maintenance to maintain environmental and project standards.

Utilities & Resource Distribution
  • Manage site-wide water distribution systems.

  • Track and document daily water and ice distribution volumes.

  • Ensure consistent availability of essential site resources to support workforce productivity.

Safety, Quality & Compliance
  • Ensure all site services operations comply with HSE policies and regulatory requirements.

  • Conduct field observations and reinforce safe work behaviors.

  • Verify work quality and ensure tasks are completed to project standards.

  • Apply labor relations policies consistently and fairly.

Coordination & Communication
  • Collaborate closely with construction management, trade superintendents, and project leadership.

  • Identify and resolve operational challenges that may impact site productivity.

  • Communicate effectively across departments to maintain alignment and operational continuity.

  • Support cost control initiatives by tracking resources, forecasting needs, and identifying efficiencies.


Qualifications & Experience
  • 12+ years of construction experience, with progressive leadership responsibilities.

  • Proven experience supervising large craft teams or multiple foremen.

  • Strong understanding of construction site logistics and infrastructure support operations.

  • Advanced knowledge of HSE practices and regulatory compliance requirements.

  • Demonstrated ability to plan, sequence, and coordinate complex site service activities.

  • Experience managing traffic control operations and work zone safety.

  • Strong conflict resolution and communication skills.

  • Ability to influence, lead, and maintain workforce engagement.

  • Solutions-oriented mindset with a focus on execution, efficiency, and continuous improvement.
