Job Description

The Training Specialist provides training systems analysis, instructional design, and training development support in alignment with mission requirements supporting Naval Education and Training Command (NETC)and associated training organizations. This position supports the full training development lifecycle and works closely with government clients, subject matter experts, and instructional teams to deliver effective, mission-ready training solutions.

The Training Specialist conducts performance analysis and training needs assessments to identify critical performance gaps and recommends appropriate instructional and non-instructional interventions using systems thinking, job design, and process improvement principles. The position supports and leads multidisciplinary training development and implementation teams and applies recognized instructional systems design methodologies.

This role researches and applies current instructional and educational technologies to ensure training products are appropriate for the intended audience, delivery environment, and operational context. The Training Specialist develops original instructional content and assessment materials by collaborating with subject matter experts and reviewing technical documentation and reference materials.

The Training Specialist provides structured writing, instructional writing, and test-item development guidance to course developers and instructional staff. The position facilitates meetings, workshops, and professional development sessions for internal and external stakeholders and supports the planning and execution of professional development events in support of mission objectives.

The Training Specialist also supports training system applications and functionality, assists users with system-related issues, maintains professional development materials and supplies, and represents supported training organizations at professional conferences and meetings as required.

Job Requirements

Required




  • Minimum of five (5) years of experience performing training systems analysis, instructional design, or related training development activities.



  • Demonstrated experience leading or supporting multidisciplinary training development and implementation teams.



  • Experience conducting performance analysis and training needs assessments to identify performance gaps and recommend appropriate instructional and non-instructional interventions.



  • Experience applying instructional systems design and systems thinking methodologies to develop and improve training solutions.



  • Experience developing original instructional and assessment materials in coordination with subject matter experts and technical documentation.



  • Experience providing structured writing, instructional writing, and test-item development guidance to course developers or instructional staff.



  • Experience facilitating meetings, workshops, and training sessions for internal and external stakeholders.



  • Ability to support and troubleshoot training system applications and functionality.



  • Strong written and verbal communication skills, including technical and instructional writing.



  • Ability to work independently and collaboratively in a team environment while managing multiple priorities.




Preferred




  • Experience supporting U.S. Navy or Department of Defense training organizations, including organizations aligned with

    Naval Education and Training Command (NETC).



  • Experience supporting learning management systems or enterprise training systems.



  • Familiarity with performance improvement, process improvement, and continuous improvement practices.



  • Experience representing training organizations at professional meetings or conferences.




Education




  • Bachelor's degree in Instructional Design, Education, Training and Development, Human Performance, or a related field, or equivalent relevant experience.



Required Knowledge, Skills, & Abilities (KSAs)
Required KSAs: Demonstrated knowledge of instructional systems design, training systems analysis, and performance improvement methodologies; skill in conducting training needs assessments, job and task analysis, and performance gap analysis; ability to design, develop, and evaluate instructor-led, blended, and technology-enabled training and assessment products; skill in applying systems thinking, job design, and process improvement techniques to training solutions; ability to research and apply emerging instructional technologies appropriate to audience, environment, and operational context; skill in structured writing, instructional writing, and test-item development; ability to collaborate effectively with subject matter experts, stakeholders, and multidisciplinary teams; skill in facilitating workshops, meetings, and training events; ability to support and troubleshoot training system applications and functionality; strong oral and written communication skills; ability to manage multiple priorities in a dynamic environment; and ability to support training missions aligned with Naval Education and Training Command (NETC) and similar federal training organizations.
