Ellumen is seeking an experienced Software Engineer to support the development, sustainment, and modernization of mission-critical MyNavy HR enterprise applications within a secure DoD environment. This role focuses on implementing and maintaining high-quality software solutions while adhering to Navy, DoD, and federal cybersecurity, quality, and compliance requirements.

The Software Engineer collaborates with systems engineers, cybersecurity personnel, testers, and program leadership to deliver reliable, secure, and scalable application capabilities supporting Navy HR, manpower, and personnel systems.

Key Responsibilities

Application Development & Sustainment

  • Develop, modify, and maintain web-based enterprise applications and legacy system components.
  • Implement software solutions using Java, JavaScript, Python, and SQL in accordance with program standards.
  • Support secure system integrations, APIs, and file transfer interfaces.
  • Contribute to application modernization, performance tuning, and defect resolution activities.


DevOps & Configuration Management

  • Use configuration management tools such as Micro Focus Dimensions or other NIWC-approved tools.
  • Participate in CI/CD pipelines, including automated build, test, and deployment processes.
  • Maintain code within enterprise-controlled version control repositories.
  • Follow established configuration control, change management, and release procedures.


Testing & Quality Assurance

  • Develop and execute unit, integration, functional, regression, performance, and disaster recovery tests.
  • Support formal test plans, defect tracking, and test discrepancy reporting.
  • Collaborate with QA teams to validate system functionality and compliance.


Data & Reporting

  • Work with enterprise-scale relational databases to support application functionality and reporting.
  • Perform data extraction and support operational and analytical reporting needs.
  • Contribute to weekly and monthly technical status and performance reports.


Cybersecurity & Compliance

  • Develop software in compliance with NIST RMF, FISMA, and DoD cybersecurity policies.
  • Implement and maintain security controls, including STIG compliance, vulnerability remediation, and CUI handling.
  • Support PKI, CAC, and DoD-approved authentication mechanisms.
  • Comply with DoD 8570.01-M / Cybersecurity Workforce (CSWF) requirements, as applicable.


Infrastructure & Access

  • Operate within DoD enterprise hosting environments.
  • Use authorized Navy and DoD access tools (e.g., AMS, PDREP, PM Tracker, eCRAFT).
  • Support SIPRNet environments for classified deliverables, as required.



Required Qualifications

  • Bachelor's degree in Computer Science, Engineering, or a related technical discipline.
  • 7 years of professional software engineering experience, preferably in Federal or DoD environments.
  • Demonstrated experience with one or more of the following: Java, JavaScript, Python, SQL.
  • Experience supporting web-based enterprise applications.
  • Working knowledge of DevOps practices, CI/CD pipelines, and configuration management tools.
  • Familiarity with secure software development in regulated environments.
  • U.S. Citizenship with the ability to obtain and maintain a DoD clearance.



Preferred Qualifications

  • Experience supporting Navy or DoD IT systems.
  • Familiarity with NIST RMF, FISMA, and STIG implementation.
  • Experience with enterprise relational databases and operational reporting.
  • Experience working in Agile or hybrid Agile environments.
  • Active or prior DoD 8570.01-M / CSWF certification (e.g., Security+, or equivalent).



Role Scope (Mid-Level Expectations)

  • Independently completes assigned tasks with minimal oversight.
  • Provides technical input but does not serve as primary technical authority.
  • Mentors junior engineers on tools, processes, and standards.
  • Escalates risks and issues appropriately.
