POSITION SUMM ARY:
The N3B ES&H Field Operations Manager reports directly to the N3B Safety and Health Director, within the ESH&Q organization. The ES&H Field Operations Manager is responsible for leading all matrixed safety and industrial hygiene support to projects and field operations, including subcontractor oversight across the N3B enterprise, in accordance with the Los Alamos Cleanup Contract (LLCC) requirements, U.S. Department of Energy (DOE) regulations and Orders and other applicable regulatory requirements.
MAJOR DUTIES & RESPONSIBILITIES:
Include, but are not limited to:
- Managing a staff of industrial hygiene and safety (IHS) subject matter experts to implement N3B safety and health programs effectively and efficiently and ensure compliance with regulations - to support safe and compliant execution of the LLCC.
- Ensuring necessary ESH&Q oversight of both N3B and subcontractor project planning and field execution for N3B mission scope.
- Leading efforts for employee engagement and participation in safe work planning and execution, feedback and improvement, and organizational learning as part of a safety conscious work environment.
- Working collaboratively with the Safety and Health Programs team to ensure that programs are effectively implemented and supporting the availability of field IHS personnel to participate in reviews/revisions of safety and health program documents to help drive continuous improvement and implementation efficiencies.
- Working collaboratively across all N3B organizations to provide consistent, value-added safety and health support and to participate in the identification of effective solutions to health and safety issues as they arise.
- Ensures staff are properly trained and qualified for the work assigned
- Encourages and supports the professional growth and development of IHS field staff
- Coordinating with project staff to ensure adequate staffing
- Spends the majority of their time in the field with staff
- Is responsible for the storage, calibration and management of industrial hygiene and safety instrumentation
- Implementing the N3B Integrated Safety Management System (ISMS), to include coordination of safety programs with integrated work control planning and other ISMS supporting programs/processes as appropriate.
- In accordance with the LLCC and associated interface agreements, maintaining full integration with the Los Alamos National Laboratory (LANL), in the implementation of the N3B ESH&Q programs as appropriate.
- Performs other duties as required.
Minium Qualifications:
- Expert knowledge of strategic communications planning, as well as experience in managing EM communications programs.
- Demonstrated experience in successfully managing industrial hygiene and safety field staff as described in the essential duties for this position; experience specific to DOE contract execution is highly preferred.
- Effective interpersonal, verbal and written communication skills, to include the ability to develop and present program material to senior executives and the DOE client.
- Experience working with subcontractors to identify safety and health issues and acting as an interface between the subcontractor and N3B to develop effective corrective actions that prevent recurrence.
- Strong affiliative skills and evidence of effectual interactions engaging workers.
- Experience leading/participating in accident investigations.
- Experience participating in collaborative multiorganizational incident review meetings
- Experience in managing technical staff and demonstrated ability to train and mentor staff to higher levels of performance.
- Strong problem-solving skills, to include positive collaboration to achieve optimal solutions.
- Proven experience in critical strategic analysis, interpreting requirements, and developing and executing plans to satisfy them.
EDUCATION & EXPERIENCE:
- A bachelor's degree in a closely related field with at least nine (9) years of related experience. Experience should include a minimum of five (5) years of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.
PREFERRED QUALIFICATIONS:
- Extensive knowledge of and experience with the implementation of comprehensive safety and health programs within the DOE complex with direct oversight responsibilities involving contractor and subcontractor adherence to safety and health programs and associated regulatory requirements.
BUSINESS ASSOCIATION:
Represents organization as prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.
IMPACT:
Guides the successful completion of major programs and may function in a project leadership role. Erroneous decisions or recommendations would typically result in failure to achieve major organizational objectives.
