Position Summary:

Oversees project controls for Environmental Remediation projects, including planning and scheduling, cost estimating and control, earned value management (EVMS), Waste Management and baseline configuration management. Provides technical guidance, analysis, and reporting to ensure projects are executed in compliance with DOE and contractual requirements.

Major Duties & Responsibilities:

Include, but are not limited to:

  • Serve as a project controls resource for internal and external stakeholders.
  • Support Control Account Managers (CAMs), Project Managers (PMs), and field project controls staff through data analysis, specialized reporting, estimate-to-complete (ETC) development, variance analysis, reporting, risk, identification and analysis and quality reviews of contract-required reports.
  • Assist with project scoping for engineering, construction, remediation, and contractual requirements.
  • Develop, maintain, and control integrated master plans and integrated master schedules (IMS), ensuring horizontal and vertical integration across functional groups.
  • Monitor and maintain resource-loaded schedules to ensure EVMS compliance.
  • Evaluate schedule logic, activity durations, resource loading, and critical path to support earned value analysis and status reporting.
  • Prepare, review, and control project budgets, forecasts, and life-cycle cost estimates.
  • Prepare and present project controls reports and analyses to senior management, including project cost and schedule performance.
  • Support cost estimating, cost engineering, material take-offs, and cost analysis in support of project execution, bids, change proposals, and REAs.
  • Develop baseline change proposals, contract change order estimates, and supporting documentation.
  • Maintain configuration management and change management logs, including baseline, contract, and funding logs.
  • Ensure adherence to EVMS processing calendars and required review cycles.
  • Support Baseline Configuration Management processes and participate in Internal Change Control Board (ICCB) and DOE change control meetings.
  • Review change requests for completeness, assess impacts, and conduct post-implementation reviews.
  • Develop and maintain historical cost data to support future estimating.
  • Provide mentoring, training, and technical guidance to project controls and estimating staff.
  • Coordinate with Accounting, Procurement, IT, and other departments to support EVMS-compliant systems, reporting, and interfaces.
  • Prepare and present project controls reports and analyses to senior management, including project cost and schedule performance.
  • Conduct special projects and initiatives as assigned.
  • Support Integrated Project Team (IPT) activities, including reconciliation of obligations and costs by funding source.

Education & Experience:

  • Level 4: A Bachelor's degree in a closely related field or a closely related field with at least nine (9) years of related experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.
  • Level 5: A Bachelor's degree in a closely related field or a closely related field with at least twelve (12) years of related experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Preferred Qualifications:

  • Experience working within the Department of Energy community or other government setting

Knowledge, Skill, & Ability:

  • Advanced knowledge of project controls, scheduling, estimating, and Earned Value Management Systems (EVMS).
  • Advanced skilled in Primavera P6 scheduling and database administration.
  • Advanced skilled with EVMS cost processing systems (e.g., Deltek Cobra or comparable systems) and interfaces with general ledger systems (e.g., Costpoint, Cognos).
  • Advanced skilled in Microsoft Excel, including formulas and pivot tables.
  • Advanced knowledge of project cost accounting and financial controls.
  • Adavnaced knowledge of environmental remediation regulations and project management business processes.
  • Ability to analyze complex data and communicate results clearly to PMs and CAMs.
  • Ability to lead and support cross-functional teams.
  • Ability to develop and manage DOE-compliant baselines.
  • Ability to independently perform complex professional work and develop innovative solutions.
  • Strong written and verbal communication skills.
