POSITION SUMM ARY:

Communications Specialist 5 develops strategic communications materials such as: EM-Updates, presentations, fact sheets, and other materials, and advises and aids in engagement with key stakeholders who are directly influential in the success of the Los Alamos National Laboratory legacy waste cleanup program.

MAJOR DUTIES & RESPONSIBILITIES:

Include, but are not limited to:
  • Develop communications and marketing materials for both internal and external audience.
  • Develop strategic guidance and provide expertise and hands-on development of the N3B stakeholder engagement program, including planning and implementation of local, regional, state, and federal stakeholder engagement.
  • Provide policy and strategic guidance to include, but not limited to, soliciting input, offering education, creating plans and documents, as well as working with stakeholders to solicit engagement in the cleanup process.
  • Work with community groups that focus on EM, including elected officials, the Regional Coalition of TRIAD communities, the NNMCAB or other SSAB entities, and other EM stakeholders.
  • Provide strategic policy and guidance on innovative stakeholder engagement and communications strategies with an understanding and consideration for national DOE policies and the myriad of policy issues within DOE and Congress, among others.
  • Advise N3B senior management on a range of local, state and federal policy issues, and strategize on how to align cleanup work with N3B's policy goals.
  • Propose, advise on, create, develop, implement or help coordinate the development of various communications pieces to serve as important tools for stakeholder education, outreach and engagement, including fact sheets or other publications.
  • In support of the identification, design and implementation of stakeholder engagement and communication strategies, participate in key meetings.
  • Participate in stakeholder planning and preparation meetings with N3B and EM-LA staff, assist in the implementation of N3B strategies and EM-LA.
  • Strategize on, guide, and help facilitate certain stakeholder engagement activities, including but not limited to the Environmental Management Cleanup Forum, NNMCAB or other.
  • Performs other duties as required.

Minium Qualifications:

Expert knowledge of strategic communications planning, as well as experience in managing EM communications programs.

  • Expert/experience with proven successful previous EM cleanup site programs.
  • Experience in local and federal government policies.
  • Establish relationships and track record with local stakeholders.
  • Establish relationships and track record with DOE decision makers.

EDUCATION & EXPERIENCE:

  • A bachelor's degree in a closely related field with at least twelve (12) years of related experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

PREFERRED QUALIFICATIONS:

  • Bilingual in English and Spanish

KNOWLEDGE, SKILL, & ABILITY:

  • Advanced skills in developing and leading large-sized projects, including defining scope, objectives and methods.
  • Advanced skills in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Skill in training and mentoring others.
  • Advanced skills in developing strategic communications plans and processes.
  • Advanced skills in writing press releases, fact sheets, media articles, and presentation materials.
  • Ability to effectively convey thoughts clearly and concisely, both verbally and in writing, to diverse audiences.
  • Ability to meet the level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.

Serves as prime consultant and external spokesperson for the organization on highly significant matters relating to policies, programs, capabilities, and long-range goals and objectives.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS:

  • Individuals must be able to perform the essential functions of the job with or without reasonable accommodation.
  • This position works in an office environment with low noise levels due mostly to office equipment.
