POSITION SUMMARY:

This position supports N3B waste management objectives and requirements for the compliant management of radioactive and hazardous waste streams. Under general supervision, develop and maintain waste data repository for all N3B managed waste streams, evaluate characterization data for adequacy and define data quality requirements in coordination with the WIPP certified program. Under general supervision, defines treatment requirements for waste streams, and coordinates with operations to ensure that treatment processes meet programmatic requirements.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

MAJOR DUTIES & RESPONSIBILITIES:

Include, but are not limited to:
  • Maintains and ensures compliance with DOE O/M 435.1, DOE O 460.2, 49 CFR, 40 CFR, TA-54 WAC, Hazardous Waste Permit and Safety Basis
  • Ensures N3B waste management activities are compliant with Federal, State, and Local waste transportation requirements
  • Prepare and submit a waste processing plan container inventory including historical information, generating process, known or suspected prohibited items and provide a detailed process to remediate containers as required to meet disposal facility WACs
  • Collect the requirements for the system, and process design or analysis task, and then prepare design concepts that meet the requirements
  • Provides oversight functions for operations in waste processing and operations
  • Detect and prevent any quality problems, and verify conformance to N3B specified process requirements
  • Identify and investigate noncompliant conditions, provide compliance direction, ensures nonconforming conditions are reviewed for technical justification, and verifies deficiencies are dispositioned in a timely manner
  • Perform data reviews to establish legacy waste characterization; and interpret data
  • Interface directly with waste samplers, waste operations, and treatment and disposal personnel to gather data for the program
  • Provides support for the interface between CCP and N3B on waste data and certification packages
  • Supports the development of generator waste certification packages for delivery to CCP and the N3B Waste Certification Official for offsite waste disposal
  • Maintains knowledge of WIPP and M/LLW disposal criteria.
  • Maintain and support container inventory.
  • Supports both the Material Control and Accountability (MC&A), and Transportation program policy for N3B, and provides substantial input and support to the management of the Waste Management policy.
  • Provide process requirements for facility operations.
  • Performs other duties as required.

EDUCATION & EXPERIENCE:

  • A Bachelor's degree in a closely related field. Bachelor of Science degree in various Engineering or Physical Science fields (e.g. Engineering, Chemistry, Physics, etc.), and two (2) years of nuclear experience, and/or a Master's degree. Must have a valid driver's license.
  • Level 4: Nine (9) years of nuclear experience, and/or a Master's degree. Must have a valid driver's license. Per DOE O 426.2, this position requires a bachelors' degree, two (2) of job related and one year of nuclear experience.
  • Level 5: Twelve (12) years of nuclear experience, and/or a Master's degree. Must have a valid driver's license. Per DOE O 426.2, this position requires a bachelors' degree, two (2) of job related and one year of nuclear experience.

PREFERRED QUALIFICATIONS:

  • ABET accredited Professional Engineer license.
  • Complex knowledge of LANL's Waste Compliance and Tracking System (WCATS).
  • Broad understanding of principles, concepts and techniques in the field of radioactive waste management, with knowledge of environmental regulations, and examination techniques and procedures.
  • Related experience in a nuclear facility.
  • Waste Management experience and knowledge of LLW/TRU waste is highly desirable.
  • Experience supporting a nuclear facility and working with engineers and other disciplines.
  • Knowledge of fundamental principles, concepts and techniques in engineering.

  • Excellent verbal, written, and interpersonal skills to effectively communicate with the project stakeholders and other customers.
