Clerk-Recorder-Assessor's Office

The Supervising Assessment Specialist performs complex, technical work requiring the review, research, and analysis of legal documents, assessment rolls, and property appraisal records. They apply rules and regulations, legal instruments, and the Revenue and Taxations Code sections pertaining to property transfers, tax exemptions, exclusions, and valuation. The Supervising Assessment Specialist provides supervision to a staff of Assessment Specialists, CRA Specialists, and CRA Senior Specialists.

The ideal Supervising Assessment Specialist candidate will have experience and knowledge of California Property Tax law and will possess many of the following:

  • Significant experience analyzing and interpreting legal documents to perform complex evaluations based on property tax laws
  • Excellent communication and interpersonal skills to supervise and work effectively with staff and the public by phone, in person, and in writing
  • Knowledge of California property tax laws
  • The ability to work independently and exercise sound judgment
  • Experience working in the office of an assessor, appraiser, surveyor, and/or title company
  • Lead worker or supervisory experience
  • Experience in the fields of real estate, mortgage, and/or escrow is a plus
  • The ability to obtain and maintain the required applicable Assessment Analyst certification from the California Board of Equalization

This recruitment is being conducted to fill a Supervising Assessment Specialist position for the Clerk-Recorder-Assessor's Office. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Minimum Qualifications

Experience and Education: Any combination of education, training, and experience, which would provide an opportunity to acquire the knowledge and abilities listed herein. Normally, this would include:The successful completion of thirty units of college-level math, algebra, or related technical training in property and three years of experience equivalent to an Assessment Specialist working in a government Assessor's Office or Board of Equalization;

OR

The successful completion of thirty units of college-level math, algebra, or related technical training in property and three years of experience analyzing and evaluating property, legal, and/or recordable documents in a related industry.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

The position advertised on this announcement does not require possession of a valid California Driver's License.

Certification: Incumbents in assignments with responsibility for processing change in ownership transactions and exemptions applications are required to obtain and maintain the applicable Assessment Analyst certification from the California Board of Equalization.

Employees who are newly hired or assigned responsibilities that mandate the Assessment Analyst certification, are required to obtain the certification within the applicable timeframes set by the Board of Equalization's Revenue and Tax Code.


Knowledge, Skills, and Abilities

Thorough knowledge of: the organization and functional responsibilities of each unit; the use of electronic information and specific systems as used within the office; property tax laws, rules, guidelines, policies, procedures, and the terminology, processing codes, and work practices used in property tax assessment.

Considerable knowledge of: methods used in the assessment, conveyance, and transfer of property; modern office methods and procedures; legal descriptions of real property and the methods and documents used to convey and transfer title or real property; methods and techniques used in researching, organizing, and evaluating data including laws as defined in Revenue and Taxation code, civil, family, corporate, and probate codes; rules and procedures relating to real property ownership and exemptions including property law, real estate terminology, and the Revenue and Taxation Code.

Working knowledge of: the principles and practices of employee supervision, training, and staff development; employee selection and evaluation.

Ability to: plan, prioritize, review, direct, implement, evaluate, and perform work assigned to the unit supervised; supervise and train subordinate staff; evaluate employee work performance and suggest alternative work methods or special training; communicate effectively verbally and in writing, and to carry out written and oral instructions; interpret and apply technical and complex provisions of the Revenue and Taxation Code, Board of Equalization, Assessor's policies and procedures, and other applicable codes, regulations, policies and procedures; read and interpret legal property descriptions; understand changes of ownership, potential reappraisal of real property, and eligibility of various property tax exemptions and exclusions; perform complex analytical evaluation of legal documents; research title for property ownership and reappraisal; make independent decisions on interpretations of law; accurately prepare and maintain department forms and records; utilize electronic information systems and analyze and interpret such information; post and make complex arithmetical computations rapidly and accurately; establish and maintain effective working relationships with management, supervisors, subordinates, representatives of other County departments, and the general public.
