Primary Purpose:


Provides technical support and engineering guidance for the design, construction, inspection, and maintenance of the natural gas distribution pipeline network. Responsibilities include materials selection, network condition assessment, system planning, and hydraulic modeling. Supports evaluation of technical system impacts and provides procedural and operational guidance to field personnel. Develops and maintains operating procedures for both planned and unplanned activities affecting the gas distribution system. Frequently partners with field construction and maintenance teams to ensure work is performed safely and in full compliance with applicable federal and state codes, standards, and regulations.


Duties and Responsibilities:



  • Utilizes system modeling and data analysis to simulate, optimize, and assess gas distribution network performance and operating parameters.
  • Maintains accurate records of distribution assets, construction activities, and maintenance history for operational and audit purposes.
  • Conducts root cause analyses of incidents and system failures to enhance safety and prevent recurrence.
  • Reviews and verifies the accuracy of leak investigations, survey maps, and maintenance documentation.
  • Ensures compliance with government regulations, safety standards, and internal policies across all projects and operations.
  • Assists in monitoring system pressure, leak history, and other performance indicators to support informed decision-making.
  • Engages in public outreach to promote gas safety awareness and emergency preparedness.
  • Performs other duties as assigned.



Qualifications

Required Qualifications:



  • Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.
  • Typically requires 2 years of related experience.


Knowledge, Skills and Abilities:



  • Gas Engineering - Design and advise on smooth and safe supply or utilization of gas, including the development, construction, installation, operation, maintenance and repair of gas and gas-related technology.
  • Distribution Meter Maintenance & Repair - The process of maintaining and repairing energy distribution meters.
  • Distribution Meter Testing - The process of testing energy distribution meters to ensure they operate at the intended performance standards.
  • Distribution Meter Installation - Equipment is used to ensure the amount of electricity, gas or water distributed to a specific area.
  • Corrosion Control - Implementing processes and methods of combating corrosion by protecting metals against corrosion.
  • Project/Program Management - The process of leading the work of a team to achieve goals and meet success criteria at a specified time.
  • Fault Analysis - Identification and assessment of potential leak points and pressure anomalies that result from various fault scenarios within gas transmission and distribution systems. It includes estimating fault locations, identifying underperforming or compromised components, and ensuring the correct sizing and specification of system components to maintain safety and operational integrity.
  • Inspection Management - A critical process of quality control that involves measuring, examining, and reviewing materials against standard requirements to ensure materials or components conform to the standards and latest guidelines.
  • Documentation & Records Management - Creating, distributing, using, maintaining and disposition of recorded information maintained as evidence of business activities and transactions.
  • Regulatory Compliance - Ensuring an organization's adherence to laws, regulations, guidelines and specifications relevant to its business processes.


Licenses and Certifications:



  • A valid California driver's license is required.
  • Engineer-In-Training (EIT) certification is required.


PHMSA DOT:


This position adheres to Department of Transportation (DOT) regulations and will be subject to drug and alcohol testing as required by 49 CFR Part 40, 199, and 382, respectively. Applicants must meet all DOT requirements for safety-sensitive positions.
