EpiC Moldova Operations Support Associate

Project Overview

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019-2027) global health initiative project funded by the United States Department of State (DoS). The project receives Global Health Security funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Department of State (DoS) goals.

EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium International, and Population Services International (PSI), and draws upon regional and local partners. The project delivers high-quality technical assistance at the community, facility, district, regional and national levels, and builds relationships with relevant partners working to address health security issues. Our ability to respond quickly to program, technical and procurement needs leverage our deep bench of country-based clinical, program, and community experts.

In addition to its ongoing activities, following its official registration in the Republic of Moldova, Palladium is preparing to initiate several activities related to supporting European integration efforts and promoting democratic values.

This Opportunity

Palladium is currently seeking a part-time Operations Support Associate to support the implementation of EpiC project in the Republic of Moldova. The Associate serves as part of the field team, supporting the management of effective and efficient technical, financial and compliance activities to deliver work in accordance with Palladium's contractual obligations, company policies, local country settings, and client rules and regulations. The Operations Support Associate is a valued member of the team completing a variety of tasks that are critical to high-quality project management.

The position is part-time for the period March-September 2026, with the possibility of extension subject to performance and the availability of additional funding.

Primary Duties and Responsibilities

The Operations Support Associate will be responsible for the following:

Project Operations and Administration

* Provide day-to-day operational and administrative support to the Implementation and Operations Lead for the effective implementation of project activities in the Republic of Moldova.

* Facilitate communication among team members (local and international), with vendors, subcontractors and partners representatives.

* Assist with the preparation of project-related documentation, correspondence, and internal records.

* Support the organization of meetings, workshops, and events, including logistics, agendas, participant coordination, and minute-taking when required.

* Maintain organized electronic and physical filing systems for operational, contractual, and financial documentation.

* Provide support to travelers to Moldova (or travelers within Moldova) to secure reservations for transportation, hotel, dining, meeting venue, upon request.

Procurement and Financial Management

* Support procurement processes in line with Palladium policies, including with inputs for preparation of Purchase Requisitions, Request for Quotation/Proposals, and other supporting documentation.

* Support tracking of procurement actions, purchase orders, contracts, and amendments.

* Assist in coordinating with vendors and service providers (e.g. logistics, events, translation, IT, accounting), including follow-up on contracts, deliverables, and timelines.

* Assist with collecting and verifying invoices and supporting documents prior to submission for payment processing.

* Support coordination with the accounting firm and headquarters finance staff by providing required documentation and operational inputs.

* Assist in preparing basic financial summaries and inputs for internal reporting.

Human Resources and Consultant Support

* Support recruitment and onboarding processes for local staff, consultants, and short-term support personnel, including administrative coordination and documentation.

* Assist with maintaining personnel records, contracts, timesheets, and onboarding/offboarding documentation.

* Support coordination of consultant deliverables and administrative follow-up.

General Support

* Support communication and coordination with internal teams, consultants, and external stakeholders as requested by the Implementation and Operations Lead.

* Undertake other operational, logistical and administrative tasks as requested.

Qualifications and experience:

* University degree in Business, Management, Administration, Law, or a related field.

* Proven work experience in administrative, operational, and coordination support within international organizations or projects.

* Strong experience in internal and external communication and customer service-related activities within international organizations or projects.

* Proficient user of MS Office suite (Word, Excel, PowerPoint, Outlook, etc).

* Familiarity with Microsoft Teams, Zoom, and other social media platforms.

* Fluency in English and Romanian is required, a working knowledge of Russian language is a strong advantage.

* Strong organizational skills with the ability to manage multiple tasks simultaneously, prioritize effectively, and meet tight deadlines.

* Excellent written and verbal communication skills.

* Strong problem-solving and attention to detail.

* Ability to work independently as well as collaboratively in a multicultural team environment.

* Demonstrated intercultural sensitivity and ability to work effectively with people from diverse backgrounds.
