THE POSITION:

THE OPPORTUNITY: The Inland Empire Utilities Agency (IEUA) is seeking a detail-oriented and proactive Facilities Specialist to provide oversight and project management for the Agency's facilities and landscape maintenance programs. Reporting to the Facilities Program Supervisor, this role is responsible for ensuring that contracted services supporting IEUA's headquarters and agency-wide facilities are delivered in compliance with contract terms, quality standards, and safety requirements. As part of the Facilities team, you will manage and inspect the work of private contractors across a wide range of services, including building maintenance and repair, custodial and security services, environmental monitoring, irrigation, and landscape maintenance. You will lead the development of scopes of work, coordinate procurement activities, review plans and specifications, and serve as the primary point of contact between contractors and internal departments during project execution. This position offers a unique opportunity to contribute directly to the functionality, safety, and sustainability of IEUA's facilities. You will play a key role in identifying and resolving maintenance issues, ensuring compliance with regulatory and LEED standards, and supporting capital improvement and upgrade projects that enhance the Agency's operational effectiveness and workplace environment.
EDUCATION, TRAINING, AND EXPERIENCE:
An equivalent combination of training and experience to the following:
- Graduation from an accredited four-year college or university with a major in business administration, public administration, operations management or a closely related field.
- At least three years of progressively responsible experience in purchasing or contract administration.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
- A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
Skills and Abilities
Skilled in overseeing facilities and landscape maintenance contracts, including developing scopes of work, coordinating contractor selection, setting schedules and budgets, reviewing plans, and monitoring performance to ensure quality, safety, and contract compliance. Ability to collaborate effectively with internal departments and contractors to coordinate maintenance and upgrade projects, resolve service issues, and ensure work aligns with Agency policies and operational needs. Strong analytical and problem-solving skills to inspect facilities, identify maintenance deficiencies or safety concerns, and recommend practical, cost-effective solutions. Skilled in managing multiple projects and service contracts, including setting priorities, tracking progress, maintaining documentation, reviewing invoices, and using performance data to support continuous improvement.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County.
