| Position Summary |
The Lead Project Evaluator will independently design, implement and supervise program evaluations, qualitative or quantitative research studies, needs assessments, data dashboards including selecting evaluation approaches, developing logic models, developing measures, data and outcomes tracking matrices, preparing insightful reports among others. This individual will supervise and manage graduate and student researchers on the team and work collaboratively with their supervisors. They will collaborate with various other entities across the State to collect input, design, implement, and manage projects. The person in this position will work collaboratively with key stakeholders on grants including a variety of partners, data sources, and datasets. |
| Knowledge, Skills, Abilities and/or Competencies |
- Experience in program evaluation or allied fields including public administration, public health, psychology, human development or other social science fields.
- Training/coursework in program evaluation, quantitative and/or qualitative research methods and data analysis.
- Demonstrated training (coursework) experience in designing, implementing and managing program evaluations including process and outcome evaluations, selecting evaluation approaches and methodologies, developing logic models, developing measures, data and outcomes tracking matrices, preparing insightful reports among others.
- Knowledge or experience in implementing quantitative and qualitative research studies including collecting data and conducting data analysis including correlations, crosstabs, content analysis.
- Advanced quantitative data analysis knowledge and skills using SPSS, or SAS.
- Experience in preparing human subjects applications.
- Knowledge and/or experience in designing and developing data dashboards and data analytics using Power BI, or Tableau.
- Excellent organizational and project management skills including managing people, timelines and budgets.
- Knowledge and experience in using programs such as Microsoft word, excel, access, Qualtrics, NVivo, Canva, or similar applications.
- Ability to work both independently and with a team.
- Effective written and oral communication skills.

- Designs, implements and manages program evaluations, needs assessments, and qualitative and/or quantitative research for multiple projects including process and outcome evaluations, selecting and implementing evaluation approaches and methodologies, developing logic models, developing measures, data and outcomes tracking matrices, preparing insightful reports among others.
- Develops data collection measures (surveys, focus group protocols), collects and analyzes data using qualitative or quantitative research analysis methods including working with large databases, data cleaning and analyzing and developing data dashboards.
- Manages people timelines and budgets for multiple projects.
- Works collaboratively with a variety of clients, and with multiple data sources and datasets.

- Coordinates, manages and collects data from participants using qualitative or quantitative research methods including surveys, focus groups and interviews. This may involve statewide travel for site visits and technical support; driving may be involved for data collection as needed.
