Responsibilities
Job Summary: The Director, Contract Administration and Compliance (CAC) develops, implements, and maintains a standardized approach to obtaining and maintaining American Correctional Accreditation (ACA) accreditations and Prison Rape Elimination Act (PREA) certifications for the organization. This position develops, directs, and manages new and revised compliance initiatives from creation to dissemination to field compliance staff. In addition, this position is responsible for the Audit Compliance Database (database) and PREA portal content, functionality, and improvements. Primary Duties and Responsibilities
- The Director, Contract Administration and Compliance (CAC) provides expert guidance on ACA and PREA issues for the Company and maintains expertise in ACA and PREA standards and the accreditation/certification processes.
- The Director, Contract Administration and Compliance (CAC) serves as subject matter expert on all matters related to PREA training, compliance, allegations, and investigations.
- Serves as the department's primary liaison with ACA, Division of Standards and Accreditation and as the primary point of contact for all on-site ACA accreditation and PREA certification audits.
- Coordinates and conducts technical assist visits and mock audits of required facilities to assist with ACA and PREA accreditation/certification preparedness.
- Creates and provides guidance on the creation of appropriate corrective action plans, waiver requests, and appeals for standards found in non-compliance during ACA and PREA audits.
- Works with other Contract Administration and Compliance (CAC) directors and managers, regional directors, facility administrators and facility staff to achieve successful accreditation/certification audits and continuing compliance with ACA and PREA standards.
- Develops strategies and implements plans in coordination with human resources, operations, information technology, design, and other departments to ensure all elements of ACA and PREA are implemented.
- Represents the Company at ACA and PREA functions.
- Leads team of other subject matter experts to support department's quality control efforts supporting ACA, PREA, and Quality Control Program (QCP) requirements by training, supervising, evaluating, and mentoring subordinate staff.
- Develops, maintains, and manages the provision of compliance training on ACA, PREA, and the QCP for the Company.
- Participates in the Corporate Policy Council and sub-committee as CC representative and assists in the creation and revision of department policies and procedures.
- Provides analysis of audit tools, policies and procedures, contracts, accreditation/certification standards, and state and federal regulations for the development and maintenance of effective audit instruments and processes.
- Develops and maintains data collection systems. Evaluates, consolidates, and develops compliance reports.
- Identifies performance metrics having compliance impacts and develops reporting mechanisms for metrics monitoring.
- Performs other duties as assigned.
Qualifications
Minimum Requirements
- Bachelor's degree in Criminal Justice, Business, Public Administration, or a related field and ten (10) years of progressive professional and management experience in the corrections compliance environment including accreditations. (A combination of education and work experience may be taken into consideration at management's discretion.)
- Demonstrated experience in compliance or quality assurance typically shown through four (4) years of professional experience.
- Must possess extensive expertise in the ACA accreditation and PREA certification requirements, systems, and processes.
- Experience with management and administrative procedures with exceptional writing skills and computer literacy.
- Excellent communication and organizational skills are required.
- Ability to work with employees at all levels within the organization.
- Occasional overnight travel is necessary.
- Ability to work with minimal supervision.
- Able to pass background investigation, drug screen and medical evaluation.
- Ability to work with computers and the necessary software typically used by the department.
