Job Title: General Manager
Reports to: Etowah Utilities Board
Overall Function and Responsibilities:
Provide total guidance to Etowah Utilities system (electric, water, wastewater and natural gas) and approximately 50-75 employees. To plan, direct, organize and control the distribution or sale of utility services, and the properties, agencies and facilities used for such purpose or purposes in accordance with Etowah Utilities policy, or as directed by the Board. Proven executive leadership and management skills in operation controls, employee relations, strategic planning, conflict resolution, project management, administrative procedures and reporting procedures. Knowledge of Federal, State, and Municipal Laws, OSHA regulations and Public Utilities regulations to meet regulatory compliance standards.
Experience/Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge and skills level required:
- Minimum of a Bachelor's degree in engineering, environmental business, public administration, business management or related field.
- A master's degree in public administration (MPA) or business administration (MBA) is
- Will consider certifications such as Certified Public Manager (CPM) or similar credentials,
with combined operations management in utility operations.
- Minimum of (8) eight years' experience in management positions, preferably with a full-service utility system.
- Minimum (5) five years' supervisory experience on the senior management level.
- Experience in economic development, budgetary/financial and communication skills are
- The ability to demonstrate knowledge of regulatory compliance and public policy related to utilities in all sectors, including electric, water, waste, and gas.
- The drive to stay updated on industry trends and technologies through continuous education and training.
- Strong communication, organizational and problem solving skills required.
Knowledge:
- Safety and Workforce
- Strengthen employee engagement and development by providing regular workforce development and training program opportunities, allowing employees to perform their duties within a safe manner and environment. Additionally, develop and execute a robust succession planning strategy to ensure stability of all sectors within the utilities.
Ability to obtain /maintain certifications; Red Cross or equivalent certification of proficiency in adult CPR, First Aid, and utilization of an Automatic External Defibrillator (AED), Title IV Certification, etc.
- Environmental and Regulatory Compliance: Oversee compliance in areas such as environmental initiatives and progress. Ensure that any compliance issues are resolved in a timely manner.
- Customer and Community Value: Maintaining customer satisfaction through community engagement updates. Ability to deal with complaints while demonstrating high-impact resolutions in a professional manner.
- Reliability and Resilience:
- Poses an understanding and experience in measuring a System Average Failure Index (SAFI) and the Saidi Index; utilize that knowledge to meet regulatory requirements and assess utility performance and make informed industry decisions based on this data to drive Etowah Utilities improvement.
- Knowledge of or ability to learn and understand EUB's: geographical area, Occupational Hazard and Safety Program, Employee Handbook, APPA Safety Manual for an electric utility, National Electrical Safety Code, etc.
- Financial Stewardship: Ability to recognize cost drivers and variances, assess capital project progress and risks, funding, grants or regularity financial updates.
- Operational Excellence: Maintain a standard of reporting across all sectors of the Utilities. Ensure that departmental superintendents are being proactive in areas such as maintenance, repairs, crew productivity and completion of work assigned.
Key Tasks and Responsibilities:
- Responsible for making decisions in connection with recommendation to the Board on construction, purchasing, improving, operating and maintaining the utility in the most economical and efficient manner.
- Responsible for making decisions in connection with recommendations to the Board on a schedule of rates for utility services and for the different classes of consumers.
- Responsible for the enforcement of all rules and regulations set forth by the Board as deemed necessary for the economical and efficient operations of the Company.
- Responsible for the acquisition of all land, rights-of-way and easements, which are necessary to the operations of Etowah Utilities.
- Responsible for keeping the Board advised as to the general operating and financial condition of the Company and is responsible for the preparation and submission of a monthly report to the Board regarding the operation, maintenance and financial condition of EU; may also be required to furnish special reports to the Board upon request.
- Responsible for making decisions in connection with recommendations to the Board for the issuance of bond, notes or any other obligations constituting a lien upon the properties of the Company that are deemed necessary to maintain economical and efficient operations of EU.
- To represent EU in developing and maintaining a positive image through programs that provide efficient service, public education, and the development of appropriate energy resources to ensure continued utility service.
- Demonstrate professional leadership through effective communication, both orally and in writing with the Board of Commissioners, employees and the public.
- Participate in professional and organizational development through improvement initiatives, including training classes, seminars, safety programs and government meetings, deemed necessary at the national, regional, state and local levels. Travel may be required.
- Poses a minimum of intermediate computer skills to operate a computer and iPad to utilize company-related computer applications, Excel, Word, Power Point, etc.
- Must be able to work outside of normal business hours as needed.
- Perform any other duties, tasks or responsibilities deemed necessary as assigned by the Etowah Utilities Board of Commissioners.
PRINCIPAL ACCOUNTABILITIES:
- Direct the operation of the Company to provide cost effective, efficient utility services for the EU service territory.
- Represent the Company before the Board of the City of Etowah.
- Interface with governments of other states regarding participation and selection of joint venture programs.
- Monitor the research and development of alternate energy sources.
- Be sensitive and responsive to the needs of those customers who are on low or fixed income, and the needs of business and industry; structure programs for their benefit inasmuch as permitted by sound business practices and equitable treatment of all classes of
- Maintain a positive public image for the Company. Seek positive public relations as well as a sound progressive relations program.
- Provide monthly reports to the Board of Commissioners on:
- Key operational priorities.
- Project proposals for Continuous Integration, complete with Return On Investment, timing, cost, and project manager identified.
- Major capital milestones — 5-year plan.
- Anticipated risks and mitigation plans.
- Regulatory or policy developments.

WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee will work with computers, fax machines, copy machines, phones, etc. The noise level in the work environment is usually moderate to loud. Work could be in all types of weather and be on call 24/7.
