The Office of Economic Development and International Trade ("OEDIT") was created to foster a positive business climate that encourages economic development through support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions support economic development efforts for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure the continued competitiveness of Colorado's economic base, job training to keep Colorado's workforce the best in the nation and finance programs to increase affordable and attainable housing across Colorado.
KEY PROGRAMS INCLUDE:
Proposition 123 Affordable Housing Financing Fund includes three programs; Land Banking, Concessionary Debt and Equity. These programs support the acquisition of land and the development of affordable housing units across Colorado. The Programs are managed by OEDIT and administered by the Colorado Housing Finance Authority. The Middle Income Housing Authority(MIHA) is a special purpose authority independent from the state, but administered by OEDIT. MIHA is governed by a Board of directors and supports middle income housing units. The Innovative Housing Incentive Program (IHIP) helps address Colorado's housing shortage by supporting the development and expansion of the state's innovative housing manufacturing businesses. The program includes two funding mechanisms: grants for working capital expenses and per unit incentives and factory loans to support new factories in Colorado. The Accessory Dwelling Unit (ADU) Finance Program supports the construction and conversion of new accessory dwelling units across Colorado. The program includes revolving loans and interest rate buydowns for low-to-moderate income Colorado residents in Accessory Dwelling Unit Supportive Jurisdictions, as well as credit enhancement for Colorado lenders. The program is managed by OEDIT and administered by the Colorado Housing & Finance Authority.

The Program Administrator for Housing Programs will manage all administrative duties, management and oversight of all housing programs. In addition to administrative duties, the position will assist with contract and vendor management, reporting and compliance, public and board communications and project management critical for successful program implementation. This position works with and reports to the Director of Innovative Funding for Housing Programs within the Business Funding and Incentives Division. This employee will approach the position with very strong organizational abilities, excellent communication skills and a detail oriented approach to administrative responsibilities. In addition, this person will have operational and project management experience and an ability to proactively identify program needs and quick learning capacity. KEY DUTIES AND RESPONSIBILITIES Administrative & Operational Responsibilities
Perform administrative responsibilities for OEDIT Housing Programs Develop and maintain solid knowledge of program statutory requirements and operations Support effective program management by taking a highly structured project management approach ensuring that deliverables are completed, deadlines are met and housing program staff are preparing for key milestones Schedule and administer internal and external meetings Contracting, invoice processing and vendor management Support and maintain clear and accessible external communications with stakeholders and the public for OEDIT Housing Programs through meetings, phone calls, emails, and events Basic accounting and budgeting operations for select Housing Programs and compliance with state and federal laws and regulations Awareness of annual performance measures that support OEDIT's housing plan Manage stakeholder communications and public inquiry response Prepare materials for Board meetings including public meeting notice, agendas and meeting minutes, materials, and presentations prior to Board meetings Facilitate and run board meetings, follow up on direction from the Board, and prepare agenda items and materials for meetings for approval by the OEDIT Housing Director Financial record keeping and execution of Board approved financial transactions Track and manage MIHA's processes, policies and procedures compliance with statutory and other State requirements Manage accessibility standards and compliance with HB21-1110 and HB24-1454 to ensure implementation of accessibility best practices, compliance with implementation and reporting requirements, and continuing training to learn relevant skills. Draft legislative reporting and prepare presentations for OEDIT housing programs Keep websites and communications materials updated Engage productively with the Director of Innovative Funding for Housing Programs and the team at OEDIT Deliver high standards of quality for initiatives, programs, projects and services Support other projects and special initiatives as requested by management

Education and Experience Graduation from an accredited college or university with a bachelor's degree, or four years of experience in project and or organizational management. An equivalent combination of education and proven experience in comparable fields will be considered. Preferred Experience

Salary Range: $60,000 - $75,000 Annually This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated. A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
