Job Title: On-Call Hearing Officer/ Hearing Officer

Location: Columbus, OH, 43215

Pay Rate: $30.00/hr on W2

Job Description:

  • This is an on-call position for a pool of Hearing officers - 5+ Hearing officers.
  • The hours will vary depending on how many hearings take place and what type of hearing, could have at least a 7-15 day notice prior to a hearing that would take place.


Roles and Responsibilities:

  • We are required by statute to schedule the hearing between 7 and 15 days from receipt of the request for a hearing.
  • We may immediately schedule a continuance automatically at the same time as the original date is scheduled. Any additional requests for continuances must be approved or denied by the hearing officer.
  • We may file a motion for the Hearing Officer to issue a scheduling order to exchange exhibits and a deadline to request subpoenas of witnesses.
  • There are no set rules governing 119 Hearings; however, this is the general flow:
  • Opening statements - Agency and then Respondent
  • Agency's case-in-chief
  • Respondent's case-in-chief
  • Agency's rebuttal
  • Closing arguments - Agency and then Respondent. Closing arguments may be oral or written.
  • A Report and Recommendation ( "R&R") will be issued by the Hearing Officer 30-45 days after the hearing that sets forth the Officer's findings of fact, conclusions of law, and recommendations for the action to be taken by the Attorney General's Office.
  • If a hearing is not requested, we will conduct a Client Hearing.
  • We will convene, and it is open to the public.
  • If the applicant appears, they may not present testimony or evidence.
  • R&R issued like normal.


Qualifications Required:

  • Must be licensed to practice law in Ohio (admissions to the Ohio Bar pursuant to Section 4705.01 of the Ohio Revised Code)
  • Have experience in representing parties in R. Chapter 119 hearings or other administrative hearings. Three years of experience preferred
  • Experience with Ohio Revised Codes 4719 and Ohio Revised Code 1345 is a plus.
