Finance and Accounting Manager

Reston, VA (On-Site)

MUST:

Experienced Finance and Accounting Manager

Minimum 10 years of progressive accounting experience, with at least 5 years in a managerial or supervisory role within Federal government contracting.

Robust hands-on experience with Deltek Costpoint, Deltek Time & Expense (T&E) Module, and supporting project accounting systems.

Deep expertise in Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and government contract compliance.

Thorough understanding of various contract types, including Time and Materials, Cost Reimbursable, and Firm Fixed Price, and their associated revenue recognition methods.

Proficient in developing, monitoring, and analyzing indirect rate structures and performing cost allocations.

Advanced proficiency in Microsoft Office Suite, especially Excel (formulas, pivot tables, modeling) and Word.

Strong analytical, planning, organizational, and problem-solving skills.

Excellent oral and written communication skills, with the ability to interact at all levels of the organization and with external stakeholders.

Proven ability to handle multiple priorities simultaneously and deliver results under tight deadlines in a dynamic environment.

Attention to detail, accuracy, and high ethical standards.

Demonstrated ability to lead, develop, and supervise accounting and finance teams; experience establishing and measuring team performance metrics.

Bachelor's degree in accounting, Finance, or related discipline from an accredited institution is required.

Master's degree in accounting, Finance, Business Administration, or related field and/or Certified Public Accountant (CPA) designation is strongly preferred.

DUTIES:

Include:

Financial Operations Management

Direct and monitor all general accounting functions, including accounts receivable, accounts payable, general ledger management, and maintenance of accurate financial records in accordance with GAAP and CAS.

Oversee and coordinate monthly, quarterly, and year-end close processes, ensuring timely and accurate journal entries, accruals, balance sheet reconciliations, and expense allocations.

Ensure integrity of financial data and reporting, resolve discrepancies, and enforce effective internal controls to prevent errors and fraud; recommend and implement improvements to existing accounting systems.

Develop, implement, and monitor policies and procedures to optimize financial operations.

Audit, Compliance, and Reporting

Serve as primary point of contact for internal and external audits, prepare all audit schedules and supporting documentation.

Collaborate with auditors to address inquiries, explain financial schedules, and resolve any issues or variances.

Maintain compliance with all Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other government-specific accounting and reporting requirements.

Prepare and submit periodic reports and disclosures to regulatory bodies, as required.

Payroll and Tax Administration

Provide oversight and review for all payroll functions to ensure timely, accurate, and compliant payroll processing, serving as backup to the Payroll Accountant when necessary.

Oversee all tax-related activities, including preparation, review, and submission of local, state, and federal tax filings.

Budgeting and Financial Planning

Lead and support the preparation, review, and monitoring of annual, divisional, and project-level budgets in collaboration with project managers and executive leadership.

Analyze budget performance and financial projections to support effective decision-making and resource allocation.

Proposal and Pricing Support

Ensure proposal pricing complies with contract and regulatory requirements and aligns with corporate objectives.

Provide timely and accurate cost data, indirect rates, and pricing models.

Billing and Accounts Receivable

Supervise and perform the preparation of customer invoices for government and commercial clients, ensuring accuracy, contract compliance, and timely submission.

Monitor aging accounts, conduct proactive collections outreach, and maintain strong client relationships to facilitate timely payments.

Financial Analysis and Ad Hoc Projects

Perform ongoing financial analysis, modeling, and reporting to identify trends, risks, and opportunities.

Lead or participate in special projects, including business process reengineering, ERP upgrades, acquisitions, or workflow improvements.

Provide financial insight and recommendations to the CEO and executive leadership.

Team Leadership and Staff Development

Manage, mentor, and provide ongoing training and professional development to accounting staff; establish goals, conduct performance reviews, and foster a collaborative work environment.

Cultivate a culture of continuous improvement, accountability, and operational excellence.

Other Duties

Participate in and/or lead cross-departmental initiatives and committees as assigned. Undertake other accounting or finance-related responsibilities, as necessary, to ensure corporate objectives are met.
