The purpose of this position is to lead and manage Mental Health & Wellness initiatives for the Allen Police Department, with support to the Fire Department as needed. This role develops and oversees mental health services, crisis intervention, wellness programs, youth outreach, and volunteer operations. It also manages all Police Department volunteer programs including Citizens' Police Academy (CPA), Citizens on Patrol (COPs), Volunteers in Policing (VIPs), and the Allen Citizens Police Academy Alumni Association (ACPAAA), ensuring effective recruitment, training, scheduling, and alignment with departmental goals. The position supports first responder resilience, promotes employee well-being, and strengthens community partnerships through strategic programming and leadership.

Essential Functions

  • Leads mental health and wellness initiatives by setting strategic goals, monitoring best practices, overseeing therapeutic and preventative services, and promoting first responder resilience.
  • Implements crisis response protocols by providing psychological support during and after critical incidents, responding on scene when appropriate, conducting debriefings, and ensuring continuity of care.
  • Provides confidential counseling services by conducting annual wellness checks, developing individualized emotional wellness plans, and offering support to employees and their families.
  • Designs and delivers training programs focused on resilience, behavioral health, communication, conflict resolution, and crisis response in collaboration with specialized units.
  • Coaches supervisors and emerging leaders by applying evidence-based leadership development frameworks, supporting role transitions, and enhancing emotional intelligence.
  • Oversees the Peer Support Team by establishing standards, coordinating training schedules, maintaining team readiness, and facilitating outreach and engagement.
  • Provides field-based behavioral health support by assisting with de-escalation during high-risk incidents, responding to mental health calls, and maintaining partnerships with external providers.
  • Engages with personnel by conducting ride-alongs, visiting shifts, promoting wellness visibility, and building rapport across units and divisions.
  • Manages volunteer programs including CPA, COPs, VIPs, and ACPAAA by recruiting, training, scheduling, placing volunteers, and evaluating program effectiveness.
  • Coordinates volunteer support for departmental initiatives and community events by managing scheduling, ensuring policy compliance, and maintaining accurate records.
  • Represents the department at community events by serving as liaison to alumni and advisory groups, promoting volunteer engagement, and strengthening public partnerships.
  • Leads the Youth Boxing Program by guiding coaches, promoting youth development, facilitating resource navigation, and supporting educational and career pathways.
  • Collaborates with schools, courts, and community organizations by conducting outreach, supporting at-risk youth, and expanding program accessibility.
  • Organizes fundraising efforts by coordinating events, securing sponsorships, and maintaining relationships with donors and community partners.
  • Maintains regular and consistent attendance in accordance with the assigned work schedule.


Job Requirements

Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Bachelor's degree in Psychology, Counseling, Social Work, Public Administration, Criminal Justice, or a related field and three (3) years of experience in mental health services, crisis intervention, or wellness program coordination. Experience working with or within law enforcement, fire department, or other public safety agencies.
Other combinations of education and experience may be considered.

Certification and Other Requirements
  • Valid Class C Texas Driver's License
  • Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or equivalent mental health credential required.

Special Requirements
  • Must be able to pass required pre-employment screenings, CJIS and fingerprint check, and have the ability to comply with state and federal requirements for Criminal Justice Information Security(Download PDF reader) standards.

  • Managing volunteer recruitment, onboarding, scheduling, and performance evaluation.
  • Building rapport and communicating effectively with diverse internal and external stakeholders.
  • Coordinating multi-program operations and adapting to evolving departmental needs.
  • Representing the department professionally in public forums and partnership settings.
  • Maintaining confidentiality, exercising sound judgment, and responding with empathy and professionalism.

Physical Demands / Work Environment:
