Who we are and what we do:

The Department of Finance and Administration is seeking an experienced and visionary leader for the position of STS Agency Executive IT Director - DevOps, Data, and Business Intelligence.

As an Executive IT Director within the Department of Finance and Administration's Strategic Technology Solutions (STS), Business Solutions Delivery Division, under the Health and Social Services Domain, this role provides strategic leadership for all DevOps, Data, and Business Intelligence activities supporting the agencies modernization efforts across Salesforce, MuleSoft, Snowflake, and Informatica platforms as well as current legacy and future operations and maintenance.

The position directs a multidisciplinary IT team of approximately 45 IT professionals engaged in strategic planning, development, integration, and operational support. The Executive IT Director reports to the Agency CIO and collaborates closely with IT and agency executive leadership to deliver innovative, secure, and data-driven technology solutions that advance the agency's mission.

This role encompasses professional IT work of considerable difficulty and strategic importance.

Key Responsibilities:

  • Direct all related IT services and operations for the agency, ensuring alignment with its mission, goals, and modernization strategy.
  • Assist the Agency CIO and Senior Management Team in leading the transition to a modern enterprise architecture centered on Salesforce (CRM and case management), MuleSoft (API-led integration), Snowflake (data platform), and Informatica (data governance and ETL).
  • Support the Agency CIO in development and implementation of the agency's IT strategic plan, technology roadmap, and digital transformation initiatives.
  • Oversee operational delivery of technology services across all agency business units.
  • Manage or support administrative functions including related staffing and position management, vendor/contractor oversight, assisting with invoicing and technology procurement, and financial reconciliation of IT services.
  • Support the project portfolio and delivery process using tools such as Planview or equivalent portfolio management systems.
  • Provide leadership for business analysis, solution design, DevOps, Quality Assurance, infrastructure support, operations, data and business intelligence in an agile project delivery environment aligned with modernization priorities.
  • Assist in ensuring effective planning and execution of technology projects within scope, budget, and timelines.
  • Support security and risk management activities in coordination with STS enterprise security standards.
  • Support and ensure compliance with state and federal regulations, data privacy policies, and cybersecurity best practices.
  • Lead business continuity and disaster recovery planning for mission-critical systems.

Minimum Qualifications:

  • A bachelor's degree and ten years of professional level experience in the information technology field. Five of the ten years must include managerial responsibilities. Experience in the government health and social services sector preferred.
  • Experience supporting a state Health and Social Services Agency, preferably with a child and family driven mission.
  • Experience with large-scale digital transformation or modernization programs using Salesforce, MuleSoft, Snowflake, and Informatica.
  • Strong leadership and communication skills with the ability to collaborate across business and technical domains.
  • Understanding of enterprise integration and cloud platform management.
  • Ability to deliver measurable improvements in efficiency, compliance, and user experience through technology and improved IT staffing alignments and efficiencies.
  • Experience managing vendor relationships, supporting large projects and multi-disciplinary technical teams.
