BUDGET ANALYSIS DIRECTOR 3 Department of Veterans Services Administration Division Nashville, TN Salary: $8,620.00 Closing Date: 12/23/2025

Job Overview:

Directs and manages the comprehensive budget, fiscal, and federal grant operation for the Department of Veterans Services. This position is the highest-ranking employee in Veterans Servies who has a primary responsibility for fiscal, budget and audit matters.

Key Responsibilities:

  • Serves as the primary fiscal architect for the Department, responsible for the strategic maintenance of financial structures within the state ERP system.
  • Responsible for configuration of Speedcharts, Department IDs, and Task Groups to ensure accurate fund allocation. analyzing historical expenditure trends to formulate the annual budget.
  • Directs and manages the comprehensive budget, fiscal, and federal grant operations for the Department of Veterans Services.
  • Manages the complete federal grant lifecycle for State Veterans Cemeteries and Homes.
  • Controls the complex federal reimbursement and drawdown process via the Payment Management System (PMS) and Tungsten Network.
  • Ensures compliance with Federal regulations (2 CFR Part 200) and coordinates with STREAM to execute capital expansion projects.
  • Oversee high-level fiscal compliance and legislative reporting.
  • Responsible for preparing critical statutory reports for the Legislative Budget Office (including Fact Book updates and County-by-County expenditure analysis.
  • Manages the Department Annual Risk Management assessment and Business Impact Analysis (BIA) in the state risk system.
  • Supervises fleet management taxation compliance, real property lease verification, and the internal control standards required by the Financial Integrity Act.

Minimum Qualifications:

Bachelor's degree and five years of professional budget analytic and fiscal work with supervisory experience.
