Job Description

The Director of Day Program Services & Supports assumes overall responsibility for leadership, vision, direction and daily supervision of one or more program(s) designed to serve young adults through geriatric consumers with chronic mental illness and co-occurring disorders. Ensures implementation of responsible clinical and management practice congruent with Agency mission, which result in a high-quality service to consumers and sound fiscal management.

ESSENTIAL FUNCTIONS:

CLINICAL ADMINISTRATION
  • Integrates the PRISM model for the Effective Treatment of Serious and Persistent Mental Illness into everyday practice and clinical interventions with clients, applying best practice approaches to individual and group modalities, including but not limited to Wellness Management Recovery, Cognitive-Behavioral approaches, Motivational Interviewing, and others.
  • Provides clinical supervision, development, quality assurance, and instruction to PSR and DIC staff.
  • Supervises PSR and DIC staff in development, implementation, and evaluation of the Person-Centered Plan. Coordinates with other providers to ensure Person-Centered Plan for each client is appropriately updated.
  • Implements best practice principles and techniques, such as Wellness Management Recovery, Cognitive-Behavioral Approaches, Motivational Interviewing, among others into the daily psycho educational milieu.
  • Ensures that the PSR and DIC milieu is one that offers choice to participants.
    Maintains effective control over risk management and utilization review by monitoring the closure of the unit's records, unusual incident reports, and facilitating treatment team conferences; and by assuring that medication maintenance
  • Has solid understanding of non-violent crisis intervention principles and techniques and applies such principles and techniques in everyday practice. Proactively and preventatively intervenes to mitigate or eliminate risk of crisis.
PLANNING
  • ?Participates in program-specific strategic planning process.
  • Participates in organizational strategic and performance improvement teams, as indicated or requested by supervisor.
  • Regularly assesses budget and makes corresponding planning adaptations.
  • Develop annual event calendars for PSR and DIC program(s) for Regional Director Approval.
SUPERVISION
  • Authority to assign work, discipline, recommend pay increases, transfers, promotions, and discharges in conjunction with Human Resources policy and procedures.
  • Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline, and termination
  • Directly supervises site staff.
  • Assures communication and coordination.
  • Maintains a cohesive, participatory strong staff team, which gears all activity toward optimal client care.
  • Coordinates staff's participation in orientation and ongoing professional development is attended by all program(s) personnel.
  • Reviews regularly, with each supervisee, issues relating to agency and programmatic strategic plan.
  • Discusses all pertinent administrative and management operational issues with staff.
  • Directly supervises all Program staff, in accordance with regulatory mandates. Provides each employee with a total of four hours' supervision monthly, with the following individualized requirements: (a) Qualified Professional staff receives at least one hour of individualized supervision monthly and (b) Associate Professional staff receives at least 2/30-minute, biweekly individualized supervision meetings. Group supervision may account for remaining supervisory hours.
  • Keeps accurate group/individual supervision records.
  • Implements process to ensure that the purpose (competence) of all staff is assessed, maintained, improved and demonstrated throughout their association with the agency.
  • Ensures that required Elwyn professional development activities are attended.
  • Ensures personnel records are complete and forwarded to Human Resources on a timely basis.
  • Ensures all personnel actions are taken in accordance with Elwyn policies and procedures.
  • Hires staff in conjunction with Regional Director and Human Resources approval.
  • Discharges staff in conjunction with Elwyn Human Resources policies and procedures.
  • Approves all payroll processing records on a timely basis.
  • Provides a work environment that promotes self-development and learning.
  • Educates staff in the topics of managing symptoms and stressors, psychiatric medications, co-occurring disorders, such as substance abuse (if needed), and skills and knowledge required to transition consumers to more independent living.
ROLE IN IMPROVING PERFORMANCE
  • Determines expectations, develops plans, and manages processes to assess, improve, and maintain the quality of the Program/Region's management, clinical and support activities.
  • Understands the approaches and methods of performance improvement.
  • Adopts a strategic and inclusive approach to performance management.
FACILITIES AND MAINTENANCE
  • Ensures compliance with Elwyn's Environment of Care policy, licensing and accrediting standards (CARF) -- as applicable, and OSHA requirements.
  • Maintains and repairs facilities and equipment.
  • Provides a safe environment for consumers, visitors, and employees.
FINANCIAL MANAGEMENT
  • Develops and monitors an annual balanced budget in conjunction with Regional Director.
  • Monitors expenses and all internal financial systems.
  • Produces required financial reports.
PROGRAM OPERATIONS
  • Ensures that Program operations are in compliance with Medicaid, Wake County LME, and Fellowship policies and procedures.
  • Complete Group schedule is in accordance with PSR and DIC requirements.
  • Maintains an active referral waiting list.
  • Ensures that Program records (including clinical) are clear, timely and meet the reporting standards of the various regulatory agencies which monitor the contract and/or provision of services.
  • Ensures the development and operation of in-house activities and social programs to the extent indicated.
  • Ensures that the program is adequately staffed at all times.
  • Maintains census as specified in the Program's provider contract or in accordance with agency-set expectations.
  • Ensures full staffing and competency of all staff, working hard to reduce turnover.
  • Demonstrates all employment actions are carried out in a safe manner, rendering a safe environment for all clients, visitors, and employees.
  • Establishes network to provide essential services to clients in the community.
  • Performs all job-related duties and individual performance goals as assigned by supervisor.
EXTERNAL CONTACTS/COMMUNITY RELATIONS
  • Provides involvement and coordination with funding sources, other provider agencies, Admin. Personnel, and other Fellowship personnel.
  • Maintains a positive profile within the local community.
  • Participates in agency fundraising activities.
  • Promotes client community integration.
  • Establishes networks to provide essential services to clients within the community.
AGENCY RESPONSIBILITIES
  • Participates in agency management, planning, and policy meetings.
  • Provides updates and coordinates with the Quality Department for compliance, safety, procedures related to qualitative outcomes
  • Connect with Regional Director at minimum monthly for ongoing support, program updates, and organizational needs.
PROFESSIONAL DEVELOPMENT
  • Attends management training sessions and fulfills annual professional development requirements.
  • Develops job related personal and professional goals annually to be addressed in supervision with the Regional Clinical Director.
QUALIFICATIONS, EDUCATION AND EXPERIENCE:
  • Bachelor's Degree in education, counseling, Rehabilitative counseling, social work, clinical psychology or closely related discipline. Certain programs including but not limited to Intensive Community Residential Treatment may require enrollment and or completion of Master's degree in a human services.
    ?Two-year behavioral health experience in community
  • Support programs serving chronically mentally ill adults is required.
  • Previous management experience is preferred
  • Non-profit human service experience highly preferred
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must be able to perform CPR and crisis intervention using agency-trained protocols
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication
  • Demonstrated (basic, intermediate, advanced) experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; Access, Publisher and report-writer experience preferred
  • (Experience using/knowledge of) Electronic Health Record (EHR) / Electronic Medical Record (EMR)
  • Must have current, valid driver's license in state of residence, two (2) years driving experience in the United States, and acceptable driving record?
