Pay Range

$70,464 - $157,464 Annually

$70,464 - $131,256 Annually (TSS.1)

$84,576 - $157,464 Annual (TSS.2)

This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We are seeking an Associate Portfolio Systems Analyst to support the implementation, integration, and optimization of enterprise project controls and portfolio management software systems. This role combines technical expertise with project management principles to ensure our systems effectively serve our construction project portfolio and analytics needs by enhancing operational efficiency. This position is in the Project Management Office (PMO).

The PMO delivers comprehensive engineering, design, estimating, construction management, and project management services for facility and infrastructure projects at LLNL. The PMO plays a critical role in supporting advanced research and development in areas such as defense technologies, global security, laser science, and bioscience by providing essential infrastructure services. Our cradle-to-grave services ensure the reliable delivery of completed projects, prioritizing safety, collaboration, and a dedicated workforce committed to our shared vision.

You will

  • Support the Portfolio Systems Lead in implementing, integrating, and optimizing project controls and portfolio management software across the organization
  • Configure and customize systems to meet portfolio management, analytics, and reporting requirements
  • Facilitate accurate and timely data flow between systems, ensuring data integrity
  • Supporting user acceptance testing and system validation
  • Maintain, troubleshoot, and optimize project controls platforms (e.g., Primavera P6, Deltek Cobra, Empower, Acumen Risk), coordinating with vendors and IT as needed
  • Develop and maintain portfolio performance metrics, dashboards, and reports; extract and analyze data from multiple systems for management reporting, and automate routine reporting processes
  • Create and manage SharePoint sites for document control and collaboration
  • Design and implement Power Automate workflows to streamline business processes
  • Maintain comprehensive documentation of system designs, processes, and user guides; provide ongoing user management, support, and troubleshooting
  • Other duties as assigned

In addition, at the TSS.2 Level

  • Independently perform technical or operational tasks and projects. Take on assignments that are broadly defined and moderately complex.
  • Provide solutions to a diverse range of moderate to complex issues/problems using analysis and creative use of established techniques and methods.
  • Contribute to teams on projects/programs that may lead to new approaches or improved processes.
  • Recommend and implement improvements/processes as appropriate within established practices and procedures.
  • May provide guidance and/or informal mentoring to less experienced personnel.

Qualifications
  • Eligibility to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor's degree in data science, information systems, information technology, or equivalent combination of education and related experience.
  • Experience developing business process documentation, user training materials, and user guides.
  • Strong analytical and problem-solving skills with attention to detail.
  • Experience developing test plans and executing test cases for system implementations, integrations, and enhancements.
  • Experience performing data analysis, developing metrics to assess functional performance and usage of report information to continually improve reporting capabilities.
  • Effective communication and interpersonal skills for working with multi-disciplinary teams.
  • Proficiency in Power BI, SharePoint, Power Automate, Python, SQL, or related systems and tools.
  • Experience with software implementation or system integration and supporting portfolio-level reporting and analytics.

In addition, at the TSS.2 Level

  • Experience performing independent technical or operational tasks and projects of moderate complexity, applying analysis and creative problem-solving to develop effective solutions.
  • Experience applying defined policies and practices to select appropriate methods, techniques, and evaluation criteria for achieving project goals and improving business processes.
  • Ability to identify opportunities for process improvements and recommend or implement enhancements within established procedures and systems.
  • Experience contributing to cross-functional teams or projects, providing input on technical or operational issues, and ensuring successful integration of systems and data.
  • Strong independent judgment and initiative in developing approaches to solve problems, balancing established standards with innovative thinking to meet organizational needs.
  • Comprehensive understanding of business, technical, or applied science principles relevant to systems analysis and reporting, with demonstrated ability to perform independent work.

Qualifications we desire:

  • Experience with Kahua configuration and administration
  • Experience supporting business process transformation
  • CAPM (Certified Associate in Project Management) or PMP certification
  • Experience with data analysis frameworks

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
