Seneca Holdings is seeking a motivated and detail-oriented Business Development & Capture Support Specialist to assist our Business Development (BD) team in identifying, pursuing, and capturing new federal government contracting opportunities. The ideal candidate is highly organized, proactive, and able to work both independently and collaboratively within a close-knit team environment.

Responsibilities include, but are not limited to:



  • Research and identify federal contract opportunities using tools such as SAM.gov, GovWin, FPDS, and agency forecasts.
  • Assist in developing capture plans, call plans, and opportunity assessments.
  • Prepare and maintain presentation and meeting materials for customer, partner, and internal meetings.
  • Capture meeting minutes and track action items to closure.
  • Update and manage the BD pipeline, ensuring data accuracy and timely reporting.
  • Support proposal preparation, including formatting, editing, compliance checks, and version control.
  • Conduct market research on target agencies, key contacts, and potential partners.
  • Develop and maintain BD tracking tools, templates, and documentation libraries.
  • Support event preparation and follow-up for conferences, customer meetings, and partner engagements.
  • Coordinate inputs for internal gate reviews and capture milestone meetings.
  • Support the BD team with ad-hoc analysis and special projects as required.


Basic Qualifications:



  • Bachelor's degree in Business, Communications, or a related field (or equivalent experience).
  • 2-5 years of experience supporting business development, capture, or proposal activities in the federal contracting sector.
  • Strong research, writing, and analytical skills.
  • Proficiency in Microsoft Office Suite and CRM tools,
  • Excellent communication and organizational skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Self-starter who can work independently and take initiative while being a strong team player.


Desired Skills:



  • Experience with pipeline management systems or CRM tools tailored for federal contracting.
  • Understanding of the federal acquisition lifecycle (RFI, RFP, IDIQ, task orders).
  • Exposure to capture management, pricing strategy, and proposal compliance reviews.
  • Prior experience supporting BD in a small-to-mid-sized government contractor environment.
